Under the direction of the Chief Municipal Enforcement Officer, the incumbent’s primary responsibility is to perform municipal enforcement duties to meet the needs of the City of Iqaluit. These duties include operating marked enforcement vehicles, performing traffic enforcement, taxi industry monitoring/licensing, conducting investigations related to enforcement of City By-laws and other territorial statutes, and assisting with domestic animal control. The officer will lay charges, document evidence, take notes, follow court procedures, maintain records, file reports and appear in court to provide evidence. The officer also operates a wide range of enforcement equipment including firearms and animal control equipment. This position involves carrying an on-call pager and working weekends and holidays.

The Municipal Enforcement Officer must conduct themselves in a professional, courteous manner while their performing duties. Uniforms and issued equipment must be properly worn and well maintained. The officer must possess an understanding of working with domestic animals, including aggressive ones, and have confidence in order to properly and safely perform the duties required.

REQUIRED QUALIFICATIONS Grade 12 education or equivalent; Valid Nunavut Class 5 Driver’s License; Possession and Acquisition License (PAL); PAL Applicants will be considered but are required to obtain license within first three months of employment; Prior experience in Municipal or Law Enforcement, Security, Policing or related field; Knowledge and experience in dealing with By-Laws, Federal Laws and Acts; Ability and self-assurance to conduct investigations, inspections, interviews and dealing with the public; Confidence in dealing with domestic animals; Excellent computer skills including Microsoft Office Suite; Good verbal and written communication skills including concise report writing.
PREFFERED EXPERIENCE Post-secondary Diploma or Certification in a related field; Previous work experience as a Municipal Enforcement Officer, Constable or Peace Officer; Self-defense, radar, and conflict resolution training; OC spray training and baton certification; Fluency in Inuktitut is a definite asset.
Equivalencies that include a combination of education, knowledge, skills and abilities to formal education may be considered.

Sous la direction de l’agent(e) en chef de l’application des règlements municipaux, la personne titulaire du poste a pour responsabilité principale d’exercer les fonctions d’application des règlements municipaux pour répondre aux besoins de la Ville d’Iqaluit. Ces fonctions comprennent : conduire des véhicules utilitaires du Service, assurer l’application des règlements de la circulation, effectuer la surveillance et la délivrance des permis de taxi, mener des enquêtes liées à l’application des règlements municipaux et d’autres lois territoriales et prêter son assistance au contrôle des animaux domestiques. L’agent(e) portera des accusations, documentera les preuves, prendra des notes, suivra le déroulement des procès, tiendra les dossiers, déposera des rapports et présentera des preuves au tribunal. L’agent(e) exploite aussi un large éventail d’équipement, y compris des armes à feu et le matériel servant au contrôle des animaux domestiques. La personne titulaire du poste portera un téléavertisseur et devra travailler lors des fins de semaine et des jours fériés.

L’agent(e) à l’application des règlements municipaux doit se comporter de façon professionnelle et courtoise lors de l’exécution de ses tâches. Les uniformes et l’équipement émis par l’employeur doivent être portés adéquatement et bien entretenus. L’agent(e) doit posséder une compréhension des animaux domestiques, y compris les animaux agressifs, et l’assurance requise pour exercer ses fonctions de façon appropriée et sécuritaire.

QUALIFICATIONS REQUISES Un diplôme de la 12e année ou l’équivalent; Un permis de conduire de classe 5 valide, délivré par le Nunavut; Un permis de possession et d’acquisition (les demandeurs de permis seront considérés, mais doivent obtenir le permis au cours des trois premiers mois d’emploi); Une expérience antérieure dans l’application des règlements municipaux ou de la loi, la sécurité, le maintien de l’ordre ou un domaine connexe; Des connaissances et une expérience liées aux règlements municipaux et aux lois et règlements fédéraux; La capacité et l’assurance nécessaires pour mener des enquêtes, des inspections et des entrevues et pour interagir avec le public; La confiance requise pour le contact direct avec des animaux domestiques; D’excellentes compétences informatiques, y compris la suite logicielle Microsoft Office; De bonnes aptitudes à communiquer à l’oral et à l’écrit, y compris la rédaction de rapports écrits concis.
EXPÉRIENCE PRIVILÉGIÉE Un diplôme ou un certificat dans un domaine connexe; Une expérience de travail antérieure à titre d’agent(e) à l’application des règlements municipaux, d’agent de police ou d’agent de la paix; Une formation en légitime défense, dans l’utilisation d’un radar et dans la résolution de conflits; Une formation sur l’utilisation d’un vaporisateur de poivre et une certification sur l’utilisation d’un bâton antiémeute; La maîtrise de l’inuktitut est définitivement un atout.
Une combinaison jugée acceptable d’études, d’expérience, de connaissances et de compétences équivalant à une formation officielle pourrait être prise en compte.

En raison de la nature du poste, la personne retenue doit passer une vérification du casier judiciaire, une vérification de l’habilitation à travailler auprès de personnes vulnérables et un test de dépistage de la tuberculose.
