Job Summary

The Manager, Crew Management Centre (CMC) is responsible for the implementation of crewing trains and oversight of CMC for Network Operations. The incumbent collaborates with the Regional General Managers and delegates to implement cost effective weekly manpower adjustments for Canada, including recalls, layoffs, and shortages. The role establishes and adjusts Road and Yard assignments, manpower tracking and maintenance, training programs such as Student Locomotive Engineer (SLE), Conductor Locomotive Operator (CLO), Yardmaster, Beltpack as well as Qualification Standards and Regulations of Canada (QSOC) recertification schedules and adjustments. The position represents CN on Works with the Scheduling Committee Regional Officers towards optimum scheduled assigned service.

Main ResponsibilitiesLeadership

· Project and fulfill manpower requirements related to trends and analysis of upcoming and previous traffic volumes as well as patterns

· Spearhead, coach, mentor, and set up expectations for Unifor Crew Dispatchers

· Instill accountability and foster learning, collaboration, and development of Crew Supervisors and Dispatchers

· Develop and mentor Supervisor within CMC to understand the role and duties in order to be capable of covering vacation relief, including learning the role's significance, its effect on cost control, and execution of crew management in Canada

Maintain Crew Base for Train Operations

· Execute board numbers correctly for pools, including crew in a given terminal and spares such as unexpected vacancies

· Create a balance in boards following traffic trends and predict the number of trains required during holidays and workforce timing in a short timeframe

· Organize crew resources with Regional Transportation Officers, providing insight and feedback for efficient and cost-effective crew utilization

· Maintain Train Operation Planning and Control (TOPC) and Crew Assignment and Timekeeping System (CATS) interface for effective crew information distribution

· Coordinate with CN vendors to provide transportation services to Conductors and Engineers such as taxis

· Maintain T&E cost distribution in the region

· Oversee the deployment of non-agreement employees in cases of local crew shortages, as well as ensure that applicable provisions of the collective agreements are followed

· Work collaboratively with unions to address underlying issues and take proactive steps to address them

· Respond on behalf of the organization concerning alleged collective agreement violations

· Collaborate with Labour Relations (LR) and the Human Resources Business Partners (HRBP) to review and ensure that the best audit practices are maintained when reviewing time claims to minimize grievances and employee complaints

· Work with Cats System on modernization and implementation of new systems

· Provide feedback to Senior Project Manager, Information and Technology (I&T), Senior Manager, and Crew Systems for CATS system enhancement, hours of service (HOS) reporting for T&E, subsequent electronic reporting, and coordinate with the project leader

Working Conditions

The role has standard working conditions in an open-office environment with a regular work week from Monday to Friday, weekend and night shifts are required at times. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress Due to the nature of the role, the incumbent must be able to handle deadlines and responsibilities and high stress events. The role requires being available on-call 24/7 to respond to critical incidences.

RequirementsExperience

Management

o Minimum 5 years of relevant work experience

o Minimum 5 years of experience working at CN and previous experience as a Dispatcher, Timekeeper, Crew Supervisor, and an Auditor*

o Minimum 3 years of experience in Operations either at a field level or in the RTCC or CMC

Education/Certification/Designation

· High School Diploma or General Education Diploma (GED)

· Associate's Degree or Bachelor's Degree in Transportation-related discipline*

· Bachelor's Degree in Management or equivalent managerial experience*

· Knowledge of Freight Rail Crew Optimization Scheduling and Fatigue Management Program

· Advanced knowledge of Microsoft Suite (Excel, PowerPoint, and Word) as well as Access

· Ability to resolve conflicts
