Job Summary

We are seeking a highly skilled and experienced Operations Manager to join our team at Legal Aid Ontario. The successful candidate will be responsible for managing the day-to-day activities of the Senior Counsel Program, including management of support staff, oversight of shared facilities and equipment, coordinating with district and department partners, managing the Program budget and contracts, and in partnership with the Director and other Managers, coordinating Senior Counsel and non-lawyer staff for the delivery of the Senior Counsel Program across the Province.

Key Responsibilities
  • Manage the daily operations within the Senior Counsel Program across the province in accordance with Legal Aid Ontario administrative and human resource policies and procedures.
  • Directly oversee a team, motivate and assess performance in accordance with LAO's performance review process.
  • Promote an understanding and accountability for LAO's corporate values and employment standards.
  • Manage the work of the Senior Counsel Program, including processes related to intake, document and data management, reporting, intersections with the Districts regarding referral processes, complaints processes, shared resources, ESM empanelment, etc.
  • Participate in hiring decisions, train employees and ensure compliance with HR policies and procedures.
  • Assist with the coordination and oversight of delivery of the Senior Counsel Program across the province, including managing and overseeing the work of the centralized support team.
  • Support the Director by reviewing financial and statistical reports and providing business analysis to the Director and management team.
  • Manage contracts and invoices related to the Program.
  • Manage, plan, and execute office, Program, and projects.
  • Coordinate with other District, Regional, and PO teams by attending meetings, sharing information, collaborating on projects and committees.
  • Support the Director with coordinating stakeholder relations and outreach, including acting as a delegate where necessary.
  • Review client referrals and internal requests for assistance in order to make Program eligibility decisions.
  • Ensure the timely preparation and delivery of required activity and statistical reports, business notes, etc.
  • Oversee safe and efficient operation in shared facilities, including managing equipment, supplies, Health and Safety coordination, fire safety coordination and security features, etc.
Requirements
  • A good understanding of LAO's structure and services and an appreciation of the role of the Senior Counsel Program in delivering of legal aid services.
  • A solid understanding of LAO's management strategy and its business planning and budgeting cycles.
  • Business analytical skills, including the ability to present statistical information in a variety of formats.
  • A solid understanding of LAO's programs, including eligibility criteria and experience in making decisions on the eligibility of legal aid applicants.
  • A solid understanding of the intersections and co-relationships between the Senior Counsel Program and other LAO departments both within the Regional Services Division and other corporate divisions.
  • Proven ability to supervise staff and provide guidance and direction to staff.
  • A basic understanding of criminal law and procedure and an interest in deepening that understanding.
  • A good understanding of fundamental human resources practices and familiarity with LAO's human resource policies and procedures.
  • Demonstrated ability to objectively analyze, summarize and synthesize data.
  • Knowledge of Project Management principles and methodologies.
  • Knowledge of Project Planning documentation.
  • Demonstrated professionalism across working relationships within LAO and with external service providers.
  • Proficiency using various computer software, including Outlook, Word, Excel, PowerPoint, SharePoint, Legal Files and PeopleSoft.
  • Ability to manage, facilitate and coordinate meetings.
  • Excellent interpersonal and communication skills, including presentation skills, and sound judgment for dealing with staff, clients, lawyers and other stakeholders.
  • Excellent administrative and organizational skills for the effective functioning of the office.
  • Proven ability to learn and adapt to new or modified policies and procedures.
