Reporting to the Manager, Partnership and Business Services, and working in a team environment, the Business Development Officer will be responsible for the development and project management of new and existing public/private partnerships and revenue opportunities for the Parks, Forestry and Recreation Division. This position will evaluate business proposals, develop relationships with various private sector, public sector, philanthropic and other funding organizations, and will develop and recommend partnership agreements. The Business Development Officer will assist Parks, Forestry and Recreation staff, city wide, in developing support opportunities, for the purposes of marketing and enhancing the profile of the Division's programs and services.

Major Responsibilities:

The primary functions associated with this position include, but are not limited to:

Research business and partnership development opportunities for the Parks, Forestry and Recreation Division and makes recommendations on opportunities that are in line with City and Division objectives Develops and stewards partnerships with sponsors, donors and/or other funding sources to procure new revenue opportunities linked to Division priorities Develops business plans and conducts financial analysis to evaluate partnerships and ensures that the project expenditures are controlled and maintained within approved budget limitations. Acts as resource person for inquiries on the Division's Partnership activities. Prepares and presents custom sponsorship proposals and evaluates solicited and unsolicited proposals and makes recommendations regarding proposals. Prepares partnership agreements, reports and all related support materials for Senior Management Team, City Committees and Council approval, obtaining appropriate approvals in advance of defined deadlines. Assists in the development of divisional partnership policy. Prepares detailed and timely reports, records, schedules, project charters, monthly status reports as required. Consults and negotiates with community stakeholders, contractors, consultants, other City Divisions, and elected officials. Attends and leads meetings with local community groups, providing leadership and coaching to volunteers that will enable successful implementation of approved grass roots parks and recreation improvement initiatives. Ensures appropriate recognition for sponsors, donors, and activity partners and that the City is in compliance relevant City policies and with agreed upon partnership deliverables. Designs, organizes, and executes "activation" events related to partnerships (e.g., official openings and other special events) Supervises the day-to-day operation of all assigned staff and provides effective training and guidance Handles day-to-day labour relations matters including the hearing of grievances and imposition of discipline, as required. Meets with potential partnership prospects and follows up on business development and partnership leads. Promotes the Parks, Forestry and Recreation Division as a potential partner, to the business community and philanthropic sector through presentations, networking, and membership in appropriate organizations.

Key Qualifications:

  1. Post secondary education in Public Administration, Business, Marketing, or a discipline pertinent to the job function or equivalent combination of education and experience.
  2. Experience and knowledge of the business aspects of partnership/sponsorship development including the negotiation of terms and preparation of agreements.
  3. Experience developing and administering proposal calls, procurement processes, donations and other related processes.
  4. Experience delivering presentations to community groups, elected officials and potential funding groups.
  5. Experience reading and interpret site plans, landscape, architectural, structural drawings and specifications.
  6. A high level of proficiency in the use of current office and workplace technology and computer software applications (e.g. MS Office, Adobe Creative Suite for presentations, photo editing, statistical analysis, databases, mapping, research, graphic design, etc.).
  7. Strong project management skills with the ability to initiate, coordinate and deliver high quality project outcomes on schedule.
  8. Strong administrative, planning and financial management skills including knowledge and understanding of the Division's capital and operational planning processes.
  9. Proven ability to plan, organize and execute tasks and manage multiple large-scale projects concurrently.
  10. Ability to exercise independent judgement and discretion in dealing with confidential matters.
  11. Highly developed interpersonal skills with the ability to effectively communicate, resolve conflicts and provide supervision, guidance, and training to assigned staff.
  12. Highly developed communication skills, both orally and in writing, at all organizational levels and ability to prepare reports, correspondence, presentation material and Council reports.
  13. Superior analytical, interpersonal, problem solving and conflict resolution skills.
  14. Ability to establish effective working relationships with employees, client divisions, external agencies and partners, service providers, suppliers and representatives from various levels of government.
  15. Thorough knowledge of partnership issues and trends, including relevant legislation and policies affecting partnership opportunities in Toronto.
  16. Action oriented and self-motivated with a demonstrated commitment to work as part of a team and independently.
  17. Knowledge of employment related legislations (i.e., Employment Standards Act, Human Rights Code, Occupational Health and Safety Act, etc.) and Collective Agreements.
  18. Required to work evenings, weekends, overtime and holidays as necessary to meet project or program requirements.
  19. Project management certification or accreditation would be an asset.
  20. Fundraising certification or accreditation would be an asset.
  21. Possession of a valid Ontario Driver's License Class "G" is an asset.
