The Ontario Provincial Police (OPP) is one of North America's largest deployed police services with more than 5,800 uniformed officers, 2,400 civilian employees and 830 Auxiliary officers.

We provide essential services that ensure the safety and security of the people of the Province of Ontario.

The OPP is a division of the Ministry of the Solicitor General, the largest operational ministry in the province with a presence in every community across Ontario.

The Criminal Behaviour Analysis Section (CBAS) is comprised of three units; the High Risk Offender Unit (HROU), the Crime Linkage Analysis Unit (CLAU) and the Forensic Interview Team (FIT).

These units are staffed by dedicated and well trained professionals.


The inception of the Section occurred in 1995 and was designed to provide specialized support services of a behavioural and investigative nature within the OPP and to all external policing partners within the province of Ontario in accordance with the OPP Strategic Plan and also various legislated requirements.

  • Ability to pass an OPP background/ security investigation.
Knowledge, Skills and Abilities

  • Ability to apply project management methodologies as per the industry standard in order to lead large, projects and business analysis skills to manage assigned projects and bring forward solutions to problems and issues.
  • Knowledge of systems design and technology integration and analysis techniques, or IT Infrastructure Library (ITIL) principles and practices, and of all stages of diverse, large-scale systems and technology development, technology acquisition and maintenance projects to provide systems development and systems integration expertise, technology testing, conversion and operational plans.
  • Knowledge of government legislation in the areas of Christopher's Law, Sex Offender Information Registration Act, Criminal Code of Canada, Community Safety & Policing Act, human rights, privacy, cyber-security policies and procedures.
  • Written communication skills to prepare business cases, MOU's, contracts,SLA's, RFP's, running tenders, technical reports, reports on project findings/conclusions, including assessment of technical specifications; to develop training procedures and resource materials; to prepare systems documentation and procedures.
  • Identifies and analyzes user objectives, conducting systems needs analysis; conducts business case evaluations to assess and recommend alternative solutions to various problems; advises on the resolution of problems and issues. Must resolve lack of acceptance to recommended approaches or solutions.
  • Analytical and evaluative skills to conduct feasibility studies, cost estimates, and develop strategies and proposals; and to assess and evaluate new methods, technologies, and techniques for potential OPP use and impact of changes within the evolution sex offender registries (both technical, investigative and analytical) and make suitable recommendations.
  • Experience with representing the employer on various committees; liaising with internal and external organizations; facilitating meetings, demonstrations and presentations.
  • Ability to prioritize when working on multiple, deadline-driven projects concurrently. Adherence to deadlines while addressing issues involving mission critical system disasters, and researching and preparing issue documents and briefing/decision notes.
  • Requires oral communication and interpersonal skills to explain complex technical solutions to non-technical personnel.
