If so, join the Facilities and Capital Planning Branch as a Senior Capital Planner to provide strategic planning leadership, economic, financial, and real estate advice, as well as coordinate work of staff along with lead project teams, and provide direction to undertake strategic capital/leasing initiatives.

What can I expect to do in this role?In this role, you will:

  • Provide leadership and expertise on strategic planning, coordination of strategic initiatives such as the asset management plan, justice sector infrastructure investment strategy and transformational activities
  • Develop, implement and monitor ministry-wide policies, processes and structures including capital investment priorities and strategies, facilities infrastructure planning, accommodations, capital requirements and capital submissions to central agencies
  • Provide advice to senior management on financial and economic aspects of capital/lease planning process
  • Coordinate annual infrastructure planning cycle, ministry capital and leasing planning, and approval policies, procedures and processes
  • Conduct research/studies for initiatives, including feasibility analyses, market/trend analyses, cost benefit analyses, impact analyses
  • Prepare cabinet submissions and support documentation to facilitate communications with central agencies
  • Develop financial and economic forecasting, business analysis and business case development, and strategic planning
  • Provide leadership, guidance and training, determine work priorities and lead projects
How do I qualify?Capital and Business Planning ExpertiseYou have:

  • Knowledge of financial, economic, real estate development and quantitative/qualitative theories, principles, practices and methodologies
  • Knowledge of policies, principles, processes and practices, and issues/trends of capital and business planning in the justice sector
  • Expertise in multi-year capital planning; funding, financial modelling and infrastructure procurement mechanisms
  • Knowledge of relevant legislation, regulations, policies and procedures governing capital planning and leasing processes, and current government/political directions and objectives
  • Knowledge of financial and business planning policies, priorities, standards, processes and procedures
Strategic Thinking and Leadership SkillsYou have:

  • Conceptual, strategic thinking and creative problem-solving skills to integrate corporate objectives and address concerns/priorities
  • Leadership skills to manage diverse functions within conflicting deadlines, and coordinate, organize and direct staff schedules
  • Project management skills to lead/participate in multi-disciplinary project teams/committees/task forces and provide effective consultation
Information Management and Procurement Skills:
You have:

  • Knowledge of research, data and information management to assess economic, fiscal and corporate implications of strategies
  • Knowledge of procurement, infrastructure and construction management processes to evaluate cost effectiveness of capital planning proposals, identify eligible/non-eligible costs and conduct due diligence to ensure compliance with government standards
Judgement and Analytical SkillsYou can:

  • Assess the economic, fiscal and corporate implications of strategies, and Interpret economic data and financial information
  • Analyze expenditure trends and develop options/recommendations to ensure financial integrity
  • Exercise tact, diplomacy and sensitivity to ensure that issues impacting stakeholders are reflected in priorities
Influencing and Communication SkillsYou can:

  • Develop and deliver effective presentations to senior management, influence outcomes of decision making, and gain acceptance of proposed options by key stakeholders
  • Manage consultations and surveys through consensus building in order to meet client requirements
  • Prepare and present diverse reports, briefing notes, submissions and presentations
  • You have effective consultation and communication principles and methods to build and maintain strategic partnerships with a broad range of internal/external contacts (eg: other Ministries, Agencies Indigenous communities etc)
  • You can develop, lead and participate in cross-ministry/ stakeholder and Indigenous consultation processes
  • You can contribute to the development of communication strategies and vehicles to disseminate government directions and initiatives
  • You have the ability to analyze competing interests of stakeholders, interpret broad guidelines and develop specific policy solutions as it relates to Indigenous engagement and consultation
  • Use computer software applications (e.g. word processing, databases, spreadsheets) to gather research and prepare documentation, manipulate statistical data and create presentation materials
