Overview
Reporting to the Manager, Aquatics and Community Wellness (the 'Manager'), the Program Manager will be responsible for leadership and support of aquatic and facility operations at Minoru Centre for Active Living, Watermania, and South Arm and Steveston Outdoor Pools. The Program Manager will ensure an exemplary experience for the City of Richmond's aquatics customers. The position includes recruitment, training and development, supervision and leadership of aquatics, maintenance and janitorial staff; oversight, analysis and decision-making related to aquatics programming, service delivery, and marketing and promotion; and supporting the Manager with performance management and labour relations issues specific to aquatics, maintenance and janitorial staff. The Program Manager will deal in matters of a confidential and political nature, and will be a subject matter expert who contributes ideas to strategic and long-term aquatics planning for the Parks, Recreation and Culture Division. Other key areas of responsibility include public relations, budget preparation and monitoring, policies and procedures, and human resources, as well as ensuring the health and safety of staff and patrons. Outstanding interpersonal skills are needed to establish and maintain effective and collaborative relationships with various internal and external stakeholders, such as contractors, Aquatic Advisory Board, aquatics user groups, tenants, and other City departments, including the ability to navigate challenging situations with integrity, respect and tact. This challenging position requires a professional with enthusiasm and initiative, strong leadership, accountability, excellent attention to detail and organizational skills, as well as sound knowledge of aquatics and recreation facility operations and service provision.

Examples of key responsibilities include, but are not limited to:

Provides leadership for day-to-day aquatics facility operations, maintenance and janitorial for the complex, large-scale and high volume operations of four aquatics facilities (including exterior grounds). This involves management of significant risks related to regulatory requirements and safety standards, fiscal responsibilities, and a large volume of regular full-time, regular part-time and auxiliary unionized staff.Lead the daily operations of aquatics programs and services, including designing and implementing swimming lessons, leadership courses, special events, and other aquatics initiatives. Responsibilities also involve evaluating and analyzing these programs, as well as driving their marketing and promotion.Ensures aquatics operations comply with health and safety regulations, including those applicable to workers (i.e. WorkSafeBC) and the public (i.e. B.C. Pool Regulation pursuant to the Public Health Act). Ensures measures to manage and mitigate risks and accidents and respond effectively in emergencies. Coordinates with Human Resources as well as Vancouver Coastal Health and WorkSafeBC as required.Maintains high standards of internal and external customer experience and responds to public incidents, conflicts or concerns as required, in a responsive, respectful and timely manner.Assists the Manager with ensuring effective, responsive and timely human resources practices across the maintenance, janitorial and aquatics areas, and creating and maintaining an environment conducive to effective performance. Provides guidance to supervisory staff to ensure effective teamwork and a high quality of work, and foster a culture of continuous learning, professional development and innovative thinking.Oversees the maintenance of pools, filtration systems, pumps, chemical balances and other equipment to ensure they are functioning properly and meet health and safety standards. Provides leadership to the Aquatic Maintenance Supervisor and regularly liaises with Facility Services to ensure repairs are performed in a timely and fiscally responsible manner, and that routine preventative maintenance work is completed. Leads the identification, compilation and submission of minor capital priorities and operator requests, with approval of the Manager.Coordinates the preparation of operating and capital budgets for aquatics. Monitors revenues and expenditures related to annual operating budgets for four aquatics facilities, in conjunction with direct reports and their respective areas of responsibility.Provides leadership to the aquatics, maintenance and janitorial team to develop annual work plans, ensuring alignment with departmental/divisional/corporate goals and objectives, including implementation and monitoring of the relevant actions in the Recreation and Sport Strategy and Community Wellness Strategy.Implements and provides input into new and existing policies and procedures, and suggests solutions to address emerging opportunities or solve complex problems, including those of a confidential, sensitive and/or political nature. Develops and implements staff-facing policies and procedures to ensure effective day-to-day operations, and health and safety of staff.Prepares and maintains a variety of reports, memos, files and records. Supports the Manager with gathering information for aquatics-specific reports and memos, including those to the Council-appointed Aquatics Advisory Board, City Council and Senior Management. The Program Manager is the primary staff liaison to the Aquatic Advisory Board, as well as the Aquatic Users Association. Attends Council-appointed Minoru Centre for Active Living Program Committee meetings, and other Community Association/Society meetings as required.
Knowledge, Skills & Abilities:Sound understanding of the principles, practices and objectives of aquatics and municipal recreation programming, as well as expertise in aquatics and recreation facility operations, including pool chemistry and swimming pool operating/mechanical systems.Knowledge and understanding of the rules, regulations, procedures and policies governing the commercial pool operators and the work performed, including the BC Pool Regulation (Public Health Act), Occupational Health and Safety Regulation (WorkSafe BC) and Amusement Devices Regulation (Technical Safety BC).Knowledge of risk management and health and safety principles in aquatics and municipal recreation, and proven ability to identify risks, maintain general awareness of facility conditions, mitigate risks and resolve issues which may include applying emergency management practices and principles.Experience supervising staff in a unionized environment, and responding to, resolving and actively participating in human resources and labour relations issues, including progressive discipline.Knowledge of hiring, recruitment and training processes and methodologies for aquatics, pool maintenance and janitorial staff.Ability to provide direct supervision and leadership to supervisors and support staff, including ongoing coaching and development, annual work plans, performance reviews and training opportunities, while ensuring alignment with corporate goals, plans and strategies.Knowledge of trends and leading practices in the aquatics and recreation sectors.Knowledge of the methods, materials, and equipment used in building maintenance and repair and janitorial work.Ability to provide leadership and guidance related to preventative maintenance schedules and procedures, capital projects, and equipment repairs, including sourcing products and suppliers for efficiencies and identifying causes of equipment breakdown.Ability to identify and effectively solve complex and/or politically sensitive situations and problems while exercising emotional intelligence, active listening skills, critical thinking, tact and diplomacy.Ability to perform multiple tasks simultaneously, work effectively under pressure, and address urgent and/or complex situations while using sound judgement and decision-making.Ability to prepare and maintain clear and accurate written correspondence, records and reports for a diverse range of audiences, including the public, Mayor and Councillors, and senior management.Ability to manage, prepare and analyze complex operating budgets, using PeopleSoft or a similar financial management system, and allocate assets and resources effectively.Experience using Xplor Recreation or similar, MS Office and REDMS or a similar records management system.Ability to successfully clear a Police Information Check.
Qualifications and Experience:
A university degree in a relevant field such as Recreation Management, Facility Management, Leadership, Business Administration, or Public Administration is required; however, a comparable combination of training and experience may also be considered. The ideal candidate will possess a minimum of 5 years of progressive supervisory and management experience within the aquatics or public recreation sector, preferably within a unionized environment. Experience managing and supervising a large multi-service recreation or sports facility, including an aquatics facility, is essential.

The candidate should have a background in aquatics with a thorough understanding of pool operations, including maintenance, regulatory compliance, and program delivery. Previous or current advanced aquatics leadership certifications, such as the National Lifeguard certification, and swimming instruction certifications like Swim for Life Instructor or Water Safety Instructor, are required. Additionally, a current certification in pool operations (e.g., Pool Operators - Level 1 or 2) is necessary. While not mandatory, a certification in facility operations or management, such as the Facility Management Professional (IFMA), would be considered an asset.
