Role & Responsibilities:

\tReviews and recommends appropriate actions in the processing of Owner\'s Cost accounts against best practice methodologies, ensuring compliance against processes and procedures, developing new and required procedures and processes as necessary
\tVerifying the accuracy of all cost information - including confirmation that costs have been properly coded and allocated to the project budget.
\tReviews planned and issued purchase requisitions for goods and services to ensure that they are within the project scope, the approved budget, and that the correct cost coding has been assigned
\tReviews Change Requests, Change Orders and potential changes as applicable and recommends appropriate actions
\tDevelops, manages and reports on Owner\'s costs
\tMaintaining change control and the change order register.
\tPrepares regular periodic and ad-hoc cost reports
\tReviews and recommends payment certificates for approval
\tPerforms analysis and initiates trends for all potential cost variations or risks
\tProducing reports on deviations, under-runs and over-runs.
\tPerforms incurred cost functions and analysis as assigned
\tPrepares cost flows as assigned
\tReviews and performs analysis on PCNs
\tPerforms detailed analysis to estimate trends and forecast final cost
\tPreparing forecasts and cost trend reports.
\tReviewing and evaluating trends and their impact on project costs.
\tAssessing progress measurement and developing/updating progress curves for progress reporting.
\tDevelops, implements and hands over efficient forecasting models for use against various Commercial strategies employed by various Contracts
\tResponsible for EVM during all project stages.
\tPrepare reports (weekly, monthly, ad-hoc) and others as required
\tEnsures system data and integrity maintained and up to date
\tOther duties as assigned by the Project Controls Manager (or designate)

Qualifications / Requirements:

\tUniversity degree in engineering/business administration or an equivalent combination of education, training and experience
\tAt least 7 years’ experience in cost management on heavy infrastructure projects
\tKnowledge of Cost Management best practices (AACEI, PMI, etc.)
\tAbility to work independently as well as part of a diverse work team
\tExperience in the use and application of cost management systems. Experience in PM+ or Prism is an asset
\tDemonstrated proficiency in the use of MS Excel and MS Access
\tSAP experience
\tCommercially astute individual with a strong background in cost analysis
\tExperience in claims management and productivity analysis is an asset
\tExcellent written and verbal communication skills (English)
\tExperience working with (or for) large national and international construction contractors considered an asset
\tExperience with multiple contracting models and compensation terms including unit rate, lump sum and reimbursable
\tAdaptability to perform in demanding work environments
