Main Function:

The Healthcare Institutional Safety Officers (ISO) are hospital employees and licensed security guards who are specifically trained to respond, protect and enforce requirements to achieve safe patient care and healthcare work environments, particularly those facilities which require a high frequency of response to behaviours in acute and forensic mental health units.

Training/Designation:

  1. Successfully complete the ISO Training Program and maintain their ability with annual retraining.
  2. Be designated as an ISO (Peace Officer status as per Manitoba Police Services Act – Amendment).
  3. Successfully complete intermediate weapons training and ongoing certification as authorized by Manitoba Justice and their employer organization.
  4. Successfully pass the Physical Abilities test and undergo regular re-testing.

Education:

  1. Successfully complete the Healthcare Institutional Safety Officer training, and demonstrate competency in order to be designated as per the Police Services Act.
  2. Completion of Grade 12 or equivalent.

SPECIAL TRAINING:

  1. Successfully complete Qualified Persons training and demonstrate competency in order to be designated as per the Mental Health Act.

Qualifications and Skills:

  1. Self-motivated with the ability to work alone and unsupervised.
  2. Excellent verbal and written communication skills with a focus on customer service and public relations.
  3. Ability to remain professional in elevated situations and make sound decisions under stress.
  4. Understanding of Use of Force and applicable legislation.
  5. Knowledge of issues facing hard to serve populations.
  6. Competence in an Indigenous language and/or knowledge/lived experience in Indigenous customs is an asset.
  7. Knowledge of healthcare and community resources.
  8. Must successfully complete Job Suitability Assessment (psych evaluation).
  9. Clear Criminal Record, Child Abuse Registry, Vulnerable Sector Checks maintained regularly.

Required Licenses, Registrations, Designations:

Possess and maintain a valid Manitoba Security Guard License.

Physical Demands and Working Conditions:

Minimum physical requirements aligned with resistance training standards. Regular re-testing will occur.

Major Responsibilities:

  1. Respond to high-risk situations using public safety techniques to de-escalate threats.
  2. Provide the initial response to threats to safety or security.
  3. Work with local policing authority to maintain safety and security.
  4. Prepare and issue notices related to Provincial Offence notices.
  5. De-escalate hostile situations using crisis intervention techniques.
  6. Assume custody of mental health patients ensuring public safety.
  7. Provide safe escort for high-risk persons.
  8. Attend required training and recertification.
  9. Exhibit effective interpersonal skills and maintain professionalism.
  10. Keep management informed of incidents and attend court as required.
  11. Maintain accurate records and documentation.
  12. Assist clinical staff as required.
  13. Evict unauthorized persons professionally.
  14. Maintain confidentiality of healthcare and enforcement information.
  15. Perform other related security duties as assigned.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment.
