Hiring decisions are based on equal opportunities across each team.About the ProjectCross Fraser Partnership (CFP) is a Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas Canada Ltd., Pomerleau BC Inc. and Arcadis Canada Inc. general partnership that has been selected to collaboratively deliver a new, eight-lane immersed tube tunnel that will replace the existing George Massey Tunnel on Highway 99. The new tunnel will have three vehicle lanes and a dedicated transit lane in each direction, with a separated active transportation corridor for cyclists and pedestrians.Position Overview:Cross Fraser Partnership (CFP) is a Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas Canada Ltd., Pomerleau BC Inc. and Arcadis Canada Inc. general partnership that has been selected to collaboratively deliver a new, eight-lane immersed tube tunnel that will replace the existing George Massey Tunnel on Highway 99. The new tunnel will have three vehicle lanes and a dedicated transit lane in each direction, with a separated active transportation corridor for cyclists and pedestrians.As part of the project team, the Environmental Manager will report to the Environmental Director and serve as a key leader in environmental compliance and environmental management plan development and implementation.Key ResponsibilitiesLead the development, implementation, and continuous improvement of the project's Environmental Management Plans (EMPs) to ensure alignment with federal, provincial, and local regulations, permits, and approvals.Ensure ongoing compliance of all project activities with applicable environmental regulations, permit conditions, and regulatory requirements, with a focus on fish and fish habitat, sediment and soil management, and estuarine environments.Oversee the coordination and submission of permitting requirements, ensuring the timely acquisition and maintenance of all federal and provincial permits and approvals needed for construction, material handling, and site activities.Provide expert guidance and direction to the project delivery, design, and construction teams to ensure all work is planned and executed in accordance with EMPs and environmental compliance obligations.Manage and review site investigations and environmental studies to inform compliance strategies and support regulatory filings.Act as the primary point of contact for all environmental compliance matters, including managing monitors the interpretation of permit conditions, regulatory requirements, and best management practices.Responsible for procurement and management of monitoring equipmentResponsible for and senior review of all environmental management plans (including, but not limited to, water quality, air, noise, vibration, waste, wildlife, fueling, and emergency response), ensuring regulatory compliance and risk mitigation.Establish and manage an internal compliance audit program, including software use to regularly assess implementation of EMPs, verify compliance, and drive corrective actions as needed.Lead consultation and engagement on environmental compliance and management plans with regulatory agencies, Indigenous communities, stakeholders, and third-party reviewers.Prepare and deliver briefings, reports, and presentations to internal and external audiences on environmental compliance, risks, issues, and solutions.Manage third-party consultants and contractors supporting compliance activities and environmental plan implementation.Support the maintenance of positive working relationships with governmental authorities, Indigenous community representatives, and other stakeholders on compliance and permitting matters.Research and recommend new technologies or methodologies to enhance compliance and environmental management performance.Develop and track key environmental compliance metrics and indicators to inform project reporting and continuous improvement.Education and Qualifications:5-10 years of related experience in environmental compliance and management planning for major infrastructure or construction projects in aquatic/estuarine environments in BC.Bachelor's degree in biology, ecology, aquatics, environmental or applied sciences, or a related discipline; or a minimum of 10 years' experience in construction management and environmental permitting.Strong understanding of environmental regulatory frameworks, permitting processes, and best management practices relevant to aquatic construction and dredging activities.Proven track record in the development, implementation, and auditing of environmental management plans and compliance programs.Experience with project management and compliance tracking tools (e.g., MS Project, Primavera, compliance management systems) is an asset.Strong communication, presentation, and engagement skills, with the ability to interact effectively with regulatory bodies, stakeholders, and multi-disciplinary teams.Registered or eligible for registration with the BC College of Applied Biology as an Applied Biology Professional, or similar professional designation under the Professional Governance Act.Why You Should Apply• Up to 5% RRSP matching.• Career advancement, training, and education opportunities.• Travel allowance.• Four weeks vacation.The expected salary range for this opportunity is $120,000 - $150,000.
