Main Function:

Lead and support community planning and service delivery by providing research, analysis and advice regarding the development and implementation of early years initiatives such as EarlyON Child and Family Centres, quality improvement programs, professional development, special needs integration and capacity building.

Consult key stakeholders and funded agencies to determine community priorities and goals, monitor progress and provide reports.

Characteristic Duties:
Under the general supervision of the Manager of Children's Services.

  • Lead and support early years community planning groups; ensure service delivery is consistent in accordance with the initiative guidelines and agency mandates.
  • Ensure stakeholders' community representation is adequate and each stakeholder contributes and aligns work to community and early years service system plan.
  • Facilitate integrated planning, capacity building and coalition building with internal and external partners to organize and co-ordinate efforts, and ensure early years services are not duplicated and are inclusive of all children and families.
  • Initiate the development and implementation of responsive early years services and programs to meet the needs of the community. Lead and direct community consultation, liaise with stakeholders and partners in the development and monitoring of service system planning strategies and quality programming.
  • Analyse and develop evaluation tools, conduct assessments of sites and programs, and work with partners to identify community/neighbourhood strengths and needs regarding services for children.
  • Provide program analysis, interpretation and recommendations for development of strategies regarding special needs integrated services, quality improvement and effective communication with families. Monitor progress, prepare and present reports as directed.
  • Manage Quality Improvement Program and related professional learning/capacity building. Direct and ensure quality improvement plans are developed by funded agencies through regular consultations, monitoring and collaborative community improvement strategies.
  • Develop, manage and provide oversight of the capacity building programs and initiatives in consultation with post-secondary educations and other child care agencies as appropriate. Develop reporting tools; collect and analyse data, and ensure compliance with City funding agreements.
  • Develop and maintain high quality, accessible information for families on children services, early learning and parenting through promotional materials and website.
  • Negotiate, consult and collaborate with key stakeholders to problem solve organizational and system issues related to EarlyON Child and Family Centre programs and special needs integration, maintaining high quality program and services.
  • Develop and maintain relationships and partnerships with parents. Provide parents with information to support their children's development emphasizing the importance of early learning.
  • Ensure compliance with the City's Early Years Service System Plan through ongoing review of work plans and other documents; review and prepare projections for future needs.
  • Hire, supervise, promote and recommend discharge of personnel, conduct performance appraisals, salary reviews and discipline in accordance with appropriate Collective Bargaining Agreement and/or CGS Policies. Represent the Employer in any grievance process.
  • Assist with budget preparations, as required.
  • Develop and maintain a thorough working knowledge of CGS's Safety Manual and the applicable Provincial Legislation listed therein.
  • Perform duties in compliance with legislative standards and guidelines.
  • Perform other related duties as required.

Qualifications:

Education and Training:

Successful completion of a Community College Diploma in early Childhood Education or a related program.

Current valid registration with the College of early Childhood Educators (CECE) is required.

Experience:


Minimum of four (4) years of related experience in research, community development and/or planning capacity including policy analysis together with a minimum of one (1) year of supervisory experience.


Knowledge of:

Applicable legislation and related regulations and guidelines.

Knowledge of research and community planning, community development and program administration.

Knowledge of quality early learning, cognitive development, child well being and
