Main Function:
Ensure the overall renovation, construction, maintenance and conservation of the physical assets of the Corporation.

Characteristic Duties:
Under the general supervision of the Manager of Capital Planning and Construction Services.

  • Assist to identify required capital projects based on lifecycle analysis, site inspections, input from staff, consultants' reports and Asset Planner software.
  • Assist to establish Capital Program priorities based on useful life, safety, legislative requirements, tenant needs, aesthetics and budget constraints.
  • Maintain the Asset Planner database with current and historical capital work data.
  • Assist with the implementation of the Greater Sudbury Housing Operations (GSHO) Energy Management Plan.
  • Prepare and develop tender documents by producing concise and accurate specifications with appropriate directives and limits of work.
  • Investigate and select appropriate methods of construction and materials for capital works projects ensuring cost effectiveness.
  • Schedule capital works contracts to ensure realistic and timely completion of projects.
  • Award capital jobs under $50,000.
  • Provide accurate estimates of construction costs.
  • Monitor annual capital budget to ensure expenditure levels are maintained within approved budget.
  • Monitor work of contactors to ensure that specifications, drawings and terms of the contract are adhered to.
  • Conduct site meetings with contractors, consultants, staff and residents as required and ensure that all deficiencies are properly corrected within the allotted time frame.
  • Approve progress payments and final holdback payments on various projects.
  • Assist with the preparation of the annual budget and the five (5) year capital forecast.
  • Provide technical advice, guidance and written instructions to staff, various housing provider and contractors.
  • Develop and implement solutions to resolve maintenance related problems requiring immediate attention and decisions.
  • Conduct research for the Manager of Capital Planning and Construction Services as required.
  • Assist with the development and implementation of the Occupational Health and Safety Program.
  • Investigate and report on various health, safety and wellness issues and participates in the Joint Health and Safety Committee.
  • Participate in the management on call rotation after office hours.
  • Respond to major emergencies after office hours.
  • Develop and maintain a thorough working knowledge of CGS's Safety Manual and the applicable Provincial Legislation listed therein.
  • Perform other related duties as required.

Qualifications:

Education and Training:

A three (3) year Engineering Technology diploma (e.g. Civil, Building Sciences, Architectural ) from a recognized Community College with Canadian accreditation.

Experience:

Minimum of three (3) years of related experience.

Knowledge of:

CGS's priorities.
Applicable legislation and related regulations.
Current and emerging management issues within CGS as they affect the Division.
Best practices within areas of responsibility.
Working knowledge of health and safety act.
Horizontal linkages to other relevant governmental levels and services as well as the private sector.

Abilities to:

Understand and meet the needs of customers.
Manage conflict, mediate disputes and assist in reaching consensus.
Balance the conflicting demands of stakeholders.

Personal Suitability:

Mental and physical fitness to perform essential job functions.

Language:

Excellent use of English; verbally and in writing.
French verbal skills highly desirable; written skills an asset.

Other Requirements:

May require the use of a personal or CGS vehicle on CGS business.

Must be physically capable of operating a vehicle safely, possess a valid driver's license, have an acceptable driving record, and personal insurance coverage.

Provide, at own cost, a Vulnerable Sector Check.
