The PNG Tenure Operations Branch facilitates the leasing of Crown mineral rights that enable companies to develop PNG, geothermal or pore space owned by the Province of Alberta.

A tenure agreement, or in some cases authorization, is required to undertake exploration, development or production activities, and legislative requirements must be met in order to maintain tenure.

The branch currently administers nearly 70,000 active agreements and carries out certain activities for the Oil Sands, Coal and Mineral Operations branch.

The tenure regime is an integral component of energy development and regulation in Alberta. Tenure's business is complex and decisions made within the branch have an immediate impact on Alberta's energy sector. Decisions can also have broader implications for other government priorities and initiatives.

Role:


The Program and Policy Analyst is responsible for policy implementation, program development and planning activities for the branch, ensuring alignment and integration across the division and department.

They facilitate meetings and planning sessions with internal and external stakeholders to inform policy implementation, and may also prepare and deliver presentations to internal and external audiences.

The incumbent seeks improvements to current business processes and systems.


The incumbent maintains awareness of emerging issues and advises the Director of risks, opportunities, and possible consequences of proposed approaches.

The position represents the branch on division and departmental initiatives, bringing tenure-focused operational perspectives and information to policy/program development and planning activities.

They lead operational planning, reporting, and risk management activities for the branch.


This position is responsible for providing strategic advice and recommendations to senior level staff on complex policies, programs and strategic initiatives.

They draft materials for Executive Director, Assistant Deputy Minister, Deputy Minister, Minister, and Executive Council, including creating packages for Committee(s) and Cabinet.

They may coordinate and lead project teams, and represent the branch on department and cross-department teams.

Qualifications:


University graduation in economics, political science, public policy, public administration or a related field supplemented by four years progressively responsible, directly related experience.


Equivalencies:
Directly related education or experience may be considered on a one for one basis.

This position requires experience and/or technical competency in the following:

  • Drafting reports, briefing notes, option papers, presentations etc
  • Experience with policy and program development and its implementation.

  • Experience with managing complex projects.
