The Division

The Ministry of Labour, Immigration, Training and Skills Development's Employment and Training Division (ETD) contributes to a prosperous and stable economy by supporting the delivery of integrated employment and training programs and services.


The Branch

Program Delivery Support Branch leads the implementation and continuous improvement of employment and training programs by providing division-wide strategies, program stewardship, tools and guidance.

What can I expect to do in this role?: As an Program Consultant, you will:

  • Provide project leadership in the implementation of employment and training programs and services
  • Provide recommendations on the delivery of provincial programs and services, within the context of socioeconomic realities and government priorities
  • Act as a key contact and a connector between different branches within the division and ministry to facilitate the resolution of program related matters, concerns, and emerging and contentious issues.

How do I qualify?:

Analytical and Problem-Solving Skills:

  • You use your analytical and problemsolving skills to assess program delivery effectiveness, and recommend strategies, measures and/or tools to resolve identified gaps.
  • You can identify critical issues, highlight opportunities to maximize effectiveness, and develop recommendations, using a systems thinking approach.
  • You demonstrate the ability to navigate and find solutions in situations in which multiple stakeholders have competing priorities.

Communication, Consultation and Resiliency Skills:

  • You demonstrate oral and written communication and presentation skills to develop and maintain consultative processes, and develop briefings, reports, resource materials and presentations.
  • You have consultation, advisory and collaboration skills to enable you to build partnerships with stakeholders, provide technical guidance/advice and recommendations, and engage in information exchange.
  • You demonstrate political acuity in sensitive situations/scenarios.
  • You have resiliency skills to adjust to change in a fast paced environment, overcome challenges, learn from failures, and stay motivated in the face of adversity

Project Management Skills:

  • You have experience monitoring and evaluating project management plans, schedules and models to meet an project deliverables and outcomes.

Technical Knowledge:

  • You have knowledge of data analysis, performance assessment techniques and policy development processes to monitor and support program service delivery.
