The Role:

The Director, Complaints and Investigations is accountable and responsible for leading, directing, and managing all enforcement and operational activities within the Complaints and Investigations section. With delegated responsibility from the City Manager to issue and oversee City designated smoking locations, and other related regulatory responsibilities as identified in legislation. The Director of Complaints and Investigations plays a foundational role empowering Edmontonians to uphold community standards to contribute to a high quality of life for themselves and their communities.

Goals and deliverables:
  • Lead and manage teams with responsibility to four key areas: Parking Enforcement, Capital City Cleanup, General Enforcement, and Specialty Enforcement
  • Steward corporate enforcement policies, coordinate enforcement support and service to other city departments, and may act as an appeal manager
  • Represent administration at Council, Committees of Council, Quasi-Judicial Committee hearings (Community Standards and Licensing Appeal Committee and the Subdivision and Development Appeal Board), and administrative tribunals
  • Ensure City department and utility enforcement services are delivered in a timely, responsive, and judicious manner
  • Provide timely response to City Council and public inquiries
  • Apply GBA+ to the development and review of policies, practices and frameworks to ensure equity
Qualifications
  • Knowledge, training, and/or education in Business or Public Administration, Commerce, Criminal Justice, Law and Governance or a related discipline
  • Experience in a leadership role within a large, complex organization
  • Effective leader with the ability to create focus, engagement, and commitment in complex environments with diverse groups of people
  • Experience in a diverse municipal enforcement field
  • Knowledgeable of the Municipal Government Act, all regulatory municipal bylaws, Provincial Offences Procedure Act, and several other provincial Acts and Statutes
Assets:
  • Additional training in financial management, public administration, government relations, project management, change management, and/or mediation are considered assets
