The Manager Corporate Safety Assurance - Airports Third Party Operations is a critical CSEQ Manager responsible for the oversight of safety, QA and safety training at our North American stations handled by service providers and/or Partner Airlines.

The incumbent will be responsible the oversight and safety assurance of required Airports (including Load & Cargo) safety initiatives with a specific focus on the review of existing and proposed Ground Handling and Safety policies, procedures and actions, along with identifying threats, adverse trends, risks, hazards and best practices in order to ensure the continuous improvement of the Air Canada SMS.

This Manager will offer regional expertise, oversight and verification for ground safety activities and will serve the CSEQ in the prosecution of its various safety initiatives.


  • Work with CSEQ and regional staff to manage ground safety reports and hazards as required.
  • Develop and implement appropriate protocols and practices to receive, review, validate, process, investigate, and finalize ground safety reports, observations and hazard submissions.
  • Provide oversight to regional safety work and ensure SIMS tasks are properly completed and where required, appropriate followup activities are documented and assigned.
  • Establish appropriate regional links and support structures with the Airport Branch to properly prosecute safety reports, ensuring root cause, human factors involved, and corrective actions identified and implemented. Ensure reports and findings are shared across the Organization as appropriate.
  • Conduct verification activities to identify, analyze and investigate ground safety hazards and latent risks. Direct and manage activities to complete proper risk assessment of regional ground safety issues where required.
  • Oversee the process to formally track ground report responses to assessments and investigations to ensure appropriate measures in place to satisfy closure. Ensure regional staff complete required safety actions and take appropriate steps to reengage and educate staff on matters that are inadequate.
  • Serve as the SIMS system expert for the ground safety modules. Develop and provide training and counsel for managers and staff as requested by Airport Branch Senior Management. Train regional staff regarding the use of SIMS and prepare annual refresher activities to enhance CSEQ software knowledge.
  • Develop complex reports, data trends and research reports to address regional Issues and share this information across the Airport Environment.
  • Manage complex studies and support requests for safety data from a range of clients including Branch Managers, Business Intelligence and Executive Management.
  • Provide expert inputs and feedback to ramp and Airport staff regarding SIMS
  • Ground Reports.
  • Provide direction to the Airports Branch regarding regional safety issues, trends and reports.
  • Identify, track and monitor regional risks and hazards, ensuring root causes identified, and corrective actions implemented. Risks and hazards will be incorporated into the Airport Branch Registry for the Safety Program.
  • Provide direct support, inputs and analytical support to the Vice President Airports for the Airport Branch Safety Board when required, and to the Vice President Safety for the Corporate Safety Board. This will include presenting regional safety statistics, hazards, trends and top concerns as well as advice concerning mitigations and best practices.
  • Conduct audits Systemwide including third party suppliers to monitor the level of compliance with regulations, and industry standards
  • Support and/or take responsibility for communication with audit team & station/base manager regarding changes, scheduling, confirm participation.
  • Input audit findings in SIMs and Conformance Reports for nonmainline stations for reporting, investigation, corrective action management and trending analysis.
  • Report consistently and efficiently on results during and at the end of the audit. Monitor the progress of the corrective / preventive actions until the closure of all findings.
  • Share audit results with the station/base and supplier as required; provide honest, unbiased and open communication on performance results
  • Be knowledgeable of the regulatory requirements and current with regulatory and operational changes.
  • Align auditing method and processes with industry standard; provide input in the development of performance targets and new tools/capabilities. Act as an auditor or as a lead auditor as required.
