Bid Development Manager, you will individually and with their team, coordinate proposal and transactional bid development in support of competitive and follow-on contract opportunities for assigned programs. You will be responsible for managing responses to 'Request for Tenders' (RFT) or 'Request for Proposals' (RFP) issued by customers and ensure that the solution proposed is complete and appropriate and results in the best proposal possible for long-term customer programs.


This individual is also responsible for the internal approval and proposal process from pre-request receipt to final submission, including detailed project planning, analysis, developing outlines and schedules, compliance matrix, managing the writing process, conducting applicable leadership and team reviews, approvals and submission (including printing and delivery).

Specific Accountabilities:

  • In conjunction with the Director, Proposals and Capture, the business unit & the assigned capture team (if applicable), is responsible for submitting a compliant bid to an existing or prospective customer, on time and within budget.
  • Manages all aspects of bid and proposal development and coordinates activities of various proposal team members, including functional and technical experts to achieve the proposal deliverables per the timeline and implements recovery plans as required.
  • Manages the preparation, approvals and delivery of bid and proposals presentations, produces and maintains the proposal timeline, budget and presents status updates to the Executive Team on proposal activities in compliance with the organization's policies and procedures.
  • Creates proposal outlines, cross reference, compliance matrices, edits written material, writes new material, proofreads, performs quality check of proposals, evaluation notices, and final proposal revisions under tight deadline constraints
  • Determines and uses key evaluation criteria to be used when assessing new proposal and or business development opportunities.
  • Understands and develops financial aspects of proposal response including Cost Benefits Analysis (CBA), Return on Investment (ROI) scenarios, and associated pricing structures. Assists in meeting or exceeding business goals by use of levers available to various functional groups to maximize sales, service and margin as part of proposals and bids.
  • Develops proposal win strategies, creates and manages proposal compliance checks, and conducts applicable workshops.
  • Oversees the internal approvals process and documentation of records as required.
  • Coordinates pricing guideline activities across various stakeholders, including functional and technical experts to achieve acceptable guidelines and tables that meet business objectives and support sales processes. Maintains assigned pricing guidelines throughout the year for critical changes and annual updates.
  • Reads and interprets contracts and subcontracts
  • Supports Sales Force Dot Com (SFDC) CRM database management.
  • Plays an active role in discussions and negotiations regarding potential proposal and business development opportunities in conjunction with the management team.
  • Collaborates with Business unit and functional areas to complete requirements.
  • Review and support commercial terms related to assigned product lines. Manage product pricing guidelines as assigned, including coordination with finance, operations and sales teams in the development, update and usage.

General Accountabilities:

  • Fully integrates all activities with the site Operations and the segment/sector team to ensure continuity of action during planning, proposals, transition, implementation, and execution.
  • Contributes to the development of strategic business plans and marketing initiatives and the preparation of sales forecasts, budgets, quotes and other projections.
  • Provides oral and written reports for area of responsibility.
  • Adherence to our Quality Management Systems (QMS), Safety Management Systems (SMS), Environmental Management Systems (EMS) and all associated Business Manuals
  • Carries out special projects to include continuous improvement/new bid opportunities as assigned.

  • Strong planning, organizational, analytical, leadership, interpersonal, decision making, oral and written communication skills.
  • Exceptionally strong interpersonal and communication skills and the ability to interact, negotiate, and resolve conflicts with peers, senior management, contractors, and customers.
