The company is preparing for a period of substantial expansion, and in anticipation of this exciting and demanding phase, we are actively seeking a Development Manager who is highly engaged, ambitious, and experienced to join our team.


As the Development and Pre-Con Manager, you will work closely with the company's Senior Leadership team to oversee all aspects of proposed project development plans and ensure that project quality, budget, schedule, and company revenue objectives are achieved.


You will collaborate with multiple stakeholders, as well as teams responsible for architecture, design, construction, financing, and legal, in addition to ensuring the viability of projects for the company and clients.

Responsibilities include, but are not limited to:

  • Develop and implement a comprehensive development plan that aligns with the company's goals and objectives.
  • Identify new business opportunities in Indigenous housing, affordable housing, and childcare sectors, including RFPs, RFQs, and other procurement opportunities.
  • Manage prequalification and preconstruction processes for modular multifamily housing and childcare facility construction projects, including coordinating with the client, design, civil, and engineering teams, preparing bid packages and reviewing subcontractor proposals.
  • Have a strong understanding of working with local municipalities to obtain necessary permits and approvals, including zoning permits, building permits, and environmental permits.
  • Knowledge and experience with BC Housing and CMHC affordable housing programs, requirements, and funding guidelines.
  • Analyze project scopes, budgets, and schedules to identify areas of risk and opportunities for improvement.
  • Build and maintain relationships with key decisionmakers in provincial government agencies, BC Housing and CMHC.
  • Conduct market research and analysis to identify emerging trends and opportunities in the sector.
  • Collaborate with the company's management team to develop competitive proposals that meet the needs of our clients.
  • Manage the proposal development process, including the coordination of proposal teams, the development of proposal content, and the submission of proposals.
  • Develop and maintain a pipeline of business opportunities and track progress against revenue targets.
  • Attend industry events and conferences to promote the company's services and identify new business opportunities.
  • Develop and maintain a strong network of contacts in the industry.

Qualifications:

  • Bachelor's degree in business, marketing, or a related field.
  • At least 10 years of experience in business development, sales, marketing, project or construction management preferably with experience in the provincial government construction sector.
  • Knowledge of First Nations structures, cultural protocol, and customs is an asset.
  • Demonstrated success in identifying and winning new business sectors.
  • Experience with Indigenous Communities and Indigenous Nations is an asset.
  • Strong understanding of government procurement processes and procedures.
  • Commitment to reconciliation with a willingness to learn Indigenous History and matters.
  • Excellent written and verbal communication skills.
