JOB SUMMARY


System Operations is the Controlling Authority at Hydro Ottawa and as such the Dispatcher is responsible for directing and dispatching field crews to investigate and remediate customer concerns through the use of Hydro Ottawa's outage management and workforce dispatch systems.


The Dispatcher coordinates and provides support for several internal and external groups and is responsible for concise and timely operational reporting and external communications with agencies such as Police, Fire, Ambulance, City Officials, Hydro One, ESA, MOL, MOE, etc.


MAJOR RESPONSIBILITIES
The essential responsibilities of the job include but are not necessarily restricted to the following:

  • Monitor incoming power outage information and customer calls using the Hydro Ottawa outage management system.
  • Assess conditions and initiate appropriate action to ensure public and employee safety.
  • Prioritize calls and communicate appropriate restoration strategies.
  • Communicate real-time power outage information to internal and external stakeholders and ensure it is accurately displayed on the Hydro Ottawa public website.-
  • Communicate and provide support to emergency services (Fire, Police, & Ambulance).
  • Provide support to Operations trouble crews & coordinate on-call activities.
  • Accurately capture all reports from work crews and distribute information for follow-up work as appropriate and maintain all pertinent activity records and power outage databases
  • Coordinate customer service needs between contractors and Hydro Ottawa staff under planned and emergency situations.
  • Communicate with customers and contractors on service related issues.
  • Maintain current system configuration on operational maps and keep records systems information updated.
  • Periodically re-assess status on the distribution system and adjust priorities or resources as required.
  • Initiate incident and hazard reporting requirements to internal stakeholders including Health Safety & Environment and external authorities including ESA, MOL, MOE, etc.
  • Maintain a record of work crew locations in proximity to energized High Voltage equipment as required under IHSA Electrical Utility Safety Rule #10
  • Troubleshoot customer trouble calls using various analytic tools and processes, including Advanced Meter Information.
  • Investigate customer account status using Hydro Ottawa's customer information system.
  • Respond and accurately address internal and external customer inquiries related to inside collections and field collections processes and procedures by Billing and Collections activities on delinquent customer accounts after-hours.
  • Provide support to internal stakeholders on power outage data and investigations.
  • Provide training to personnel as required.
  • Other related duties as required


EDUCATION AND EXPERIENCE- Electrical/Electronics Technician or Technologist and eligible for OACETT certification; or, completion of a College Diploma in a technical discipline- A minimum of 5 years' experience in electric utility field operations may substitute for academic requirements- Knowledge of Hydro Ottawa's electrical distribution system and the various operational equipment and personnel that support it.- Experience using Outage Management System (OMS), Geographic Information System (GIS) and SCADA systems considered an asset- Proficiency and technical ability in the reading of geographic maps and schematic drawings considered an asset- Sound knowledge of utility industry will be considered an asset.

ADDITIONAL REQUIREMENTS- English essential, both oral and written.- Bilingualism (French/English) considered an asset


The terms and conditions of employment for this position are governed by the collective agreement between Hydro Ottawa Limited and IBEW Local 636.
