This position is supporting the Department's work on electronic health records initiatives, including the eHealth Modernization work, the Alberta Electronic Health Record Regulation amendments project, emerging policy issues related to Alberta Health Services' Connect Care.


The position is responsible for development and maintenance of policy around eHealth systems regarding the collection, use, disclosure, access and protection of that information.

The position provides secretariat support for the Health Information and Governance Committee, which is responsible for the provision of advice to the Minister on primary and secondary use of information in the health system.


Reporting to the Senior Manager, Health Information Act (HIA) Policy, in the HIA Policy, Privacy and Security Unit, the incumbent is responsible for providing support to the department; the provincial health sector; and the health information policy and data stewardship governance structure, regarding the development of policies at the provincial level to support electronic health (eHealth) initiatives (including but not limited to shared or common electronic medical records, the provincial clinical information system, patient portals, primary health care etc.) within legislative requirements of the Health Information Act.


Working with the Senior Manager, Health Information Act Policy and Director, Health Information Act Policy, Privacy and Security Unit, this position is responsible for providing guidance to and for negotiating acceptance of policy directions with internal and broad external stakeholders on these matters.

This position manages the interpretation, ongoing development, operational implications and processes in relation to access, use and disclosure to enable the secure exchange of information within electronic records.


Responsibilities:

  • Development of policies at the provincial level to support provincial electronic health initiatives (including but not limited to shared or common electronic medical records, the clinical information system, patient portals, primary health care etc.) within legislative requirements.
  • Manages the interpretation, ongoing development, operational implications and processes, and publication and distribution of policies in relation to access, use and disclosure to enable the secure exchange of information within the provincial electronic health record in accordance with the provision of the HIA and its Regulations.
  • Provides coordination and support functions for the Health Information and Data Governance Committee and other health information policy and data stewardship governance activities and associated working groups.
  • Providing support for projects to expand access to the Alberta EHR to additional regulated health professionals, including supporting the review of regulated health profession Standards of Practice against compliance with the EHR regulation.
  • Support appropriate legislative and policy changes to HIA and its Regulations related to eHealth initiatives.

Qualifications:

A
University Degree in a related field (e.g.

Social Sciences, Business or Health Administration, Health Sciences, Law, ), and a minimum of
four (4) years of progressively related to information management, policy development or legislative analysis is r
equired.


Required experience includes:

  • Information management experience
  • Policy research, analysis and policy development experience
  • Experience with legislative analysis
  • Stakeholder engagement experience
  • Excellent verbal and writing skills
  • Extensive knowledge of the HIA, FOIP, PIPA and PIEDA Acts and Regulations
  • Good knowledge of general and healthspecific access and privacy legislation and principles and applicable policy in Alberta
