Municipal Affairs is engaging with municipal and industry stakeholders from the energy, forestry, manufacturing sectors to re-initiate an assessment model review (AMR) and develop long-term plans to ensure the regulated property assessment system is updated.

The project is expected to span multiple phases over several years.


Reporting to the Manager, Strategic Initiatives, the Policy Advisor is responsible for strategic policy advice on the Assessment Model Review, research, preparing reports, briefings, and policy materials, and coordinating stakeholder consultations required to conduct a major review of the regulated industrial property assessment models.

  • Communicate, advise, and engage the public, assessment professionals, industry professionals, nonprofit organizations, and municipal officials.
  • Prepare comprehensive and clear communication materials, reports, and briefing packages for senior and elected officials.
  • Lead the development, production, and modernization of guides, regulations and legislation, associated training initiatives and communication documents used by Alberta municipalities, and the Provincial Assessor.
  • Research, analyze, and report on the assessment and property tax system, including assessment and tax policies in other jurisdictions, recent tribunal and court decisions, and providing related support and information to municipalities.
  • Undertake crossministry consultation as required to ensure alignment with government priorities and initiatives.
  • Execute legislative matters moving through the government decision process including Ministerial Orders, OrdersinCouncil, and delegations of authority.
  • Identify and respond to emerging issues. Develop programs, policies, and legislative changes to be considered by the Minister of Municipal Affairs.
  • Support other divisions of Municipal Affairs, and other departments across government, on policy initiatives involving assessment and property tax policy.
  • Ensure all information and advice given to assessment stakeholders is consistent, appropriate and conforms to government policy, the _Municipal Government Act_ and related regulations.

Qualifications:

Required:

  • University graduation in the following fields (however, not limited to): Business, Public Policy, Political Science, Social Science, Law, Economics, Engineering, or Science.
  • 4 years of progressively responsible related experience. Ability to identify, define, research, and analyze issues related to policy.
  • Ability to develop options to address policy issues and draft related policies and legislation.
  • Ability to implement and evaluate new or amended policies. Exceptional verbal and written communication skills. Able to provide concise briefings, reports, and presentations to senior management and various stakeholder groups.

Assets:

  • Working knowledge of the Government of Alberta's legislative and regulatory policy development and approval processes.
  • Awareness of the Municipal Government Act and associated regulations.
  • Working knowledge of the Government of Alberta's policy cycle.
  • Working knowledge of municipal operations, particularly in the area of assessment and taxation.
  • Proficient use of computer systems with the ability to analyze large amounts of data and transform it into useful information and visualization for decisionmaking
