We need a skilled leader to join our Safety System Risk team. As the Risk Treatment Program Lead, you'll oversee a comprehensive program to manage and evaluate risks. Working closely with our Leader of Safety System Risk and the Technical Risk Committee, you'll prioritize which risks to address, coordinate efforts across departments, and maintain our risk treatment tracker. Your role also involves collaborating with stakeholders to streamline risk reduction efforts, enhance our understanding of safety risks, and identify synergies across different teams. As a Risk Treatment Program Lead, you will:

  • Lead the planning and execution of risk treatment activities, including:
    • Collection of internal and external data and insights to support risk understanding and treatment,
    • Conducting interviews with internal and external subject-matter experts to develop a robust understanding of safety system risks and associated risk treatment options,
    • Facilitating trade-off analyses to develop risk treatment strategies with stakeholders,
    • Identifying uncertainties critical to developing effective risk treatment options,
    • Developing research questions, planning, and coordinating research activities to reduce critical uncertainties,
    • Leading the design of risk treatment plans and the evaluation of risk treatment activities,
    • Documenting risk treatment and our understanding of risks in a clear, consistent, and transparent manner.
  • Work closely with the Leader, Safety System Risk to:
    • Develop, implement and execute a cross-functional risk treatment program,
    • Support the management of risk assessment tools and improvement of data sets needed to facilitate risk treatment.
  • Support the prioritization of risk assessment activities through the development of risk treatment - risk monitoring - risk assessment feedback loops.
  • Develop decision support tools, guidance, and training materials to enhance risk literacy and enable teams across the organization to better understand and manage safety system risks.
  • Oversee the development and implementation of a programmatic approach to risk treatment, including:
    • Assess and prioritize risks for treatment in alignment with corporate strategy and make recommendations to the Technical Risk Committee,
    • Lead the organization and facilitation of collaborative, cross-department risk treatment and monitoring & evaluation planning workshops,
    • Develops tools and delivers training to support other departments in using risk-based tools in the development and implementation of risk treatment activities,
    • Manages the risk treatment, monitoring, and evaluation activities of individuals and teams across the organization,
    • Supports maintenance of the Safety System Risk Register and Emerging Risk Tracker,
    • Maintains a central repository of risk treatment plans, risk treatment activities and monitoring & evaluation plans on intranet platforms.
  • Be responsible for periodic reporting to the Executive and/or Board and supporting the development and maintenance of a Safety System Risk Management dashboard and risk treatment monitoring tools.
  • Work as an expert advisor to organizational decision-makers and project leaders to help them understand and define risk mitigation opportunities.
  • Work with policy analysts and technical experts across the organization, and with external partners, to support the development of code, standards, and regulations related to safety system risk based on a deep understanding of the safety system and policy.
  • Present and communicate safety system risk work in clear and innovative ways to effectively reach and influence target audiences and optimize uptake in decision-making processes, including at senior leadership levels and Board of Directors.

Knowledge, Skills & Experience you have:

  • Master's degree (or equivalent combination of education and experience) in risk sciences, decision sciences, interdisciplinary studies, resource management, planning, policy, behavioural sciences, engineering or equivalent.
  • 6-8 years' experience working with stakeholders and subject matter experts from multiple sectors in developing, implementing, and evaluating risk reduction solutions, including:
    • Promoting shared understanding of risks,
    • Developing risk reduction actions,
    • Facilitating trade-off analyses and developing mitigation strategies with stakeholders,
    • Developing monitoring & evaluation strategies to track the effectiveness of mitigation actions,
    • Communicating strategies and results in written and verbal formats,
    • Eliciting judgments under uncertainty.
  • Excellent critical thinking and strategic decision-making skills, demonstrates sound judgement.
  • Excellent verbal and written communication skills, and superior interpersonal skills.
  • Ability to plan and lead strategic projects and cross-functional teams.
  • Proven ability to develop and maintain effective working relationships in stakeholder-rich environments, both externally and internally.
  • Adaptability, proactivity, and ability to work independently under pressure with quickly changing priorities and deadlines.
  • Excellent project management, facilitation, and organizational skills.
  • Strong track record of managing multiple projects with aggressive deadlines.
  • Excellent command in the language of English.

Other nice-to-haves:

  • Excellent knowledge of the Microsoft Office suite
  • Strong qualitative and quantitative analysis skills including a proficiency in statistics, data analysis, and/or statistical modelling
  • Strong knowledge of safety risks related to the technology areas that Technical Safety BC regulates
  • Proficient with modern BI or data analysis tools, SQL experience strongly preferred
