End Homelessness St. John's (EHSJ) exists to prevent and end homelessness in St. John's. Working collaboratively with community and public systems stakeholders, EHSJ leads the coordination and integration of system-wide planning to ensure St. John's can become the next community in Canada to end homelessness.
POSITION: DATA, RESEARCH, AND POLICY ANALYST
ABOUT THE ROLE:
The Data, Research, and Policy Analyst plays a pivotal role in ending homelessness in St. John's by providing sound evidence to support strategic decisions. The ideal candidate will enjoy the opportunities and challenges of supporting a purpose-built organization working to make St. John's the next community in Canada to end homelessness.
Under the direction of the Manager of Knowledge Mobilization, the Analyst's primary goal is to help build the foundation of data and information that will allow the EHSJ team and other homeless-serving agencies to fully understand the factors that contribute to homelessness and inform strategies to end homelessness in our community.
RESPONSIBILITIES:
The Data, Research, and Policy Analyst will collect and maintain data and information; analyze, synthesize and visualize data to inform strategic planning and policy development; and monitor progress toward achieving our goal of ending homelessness. As an integral part of the EHSJ team, the Analyst will support the implementation of the St. John's Community Plan to End Homelessness through the following responsibilities:
OVERALL
- Develop a strong understanding of Coordinated Access, By-Name Data, Housing First, and other key concepts related to ending homelessness
- Develop a strong understanding of the data and information requirements and sources related to ending homelessness
- Support EHSJ in engaging with committees and reporting to stakeholders on EHSJ's progress as required
DATA COLLECTION AND ANALYTICS
- Support the EHSJ team to develop and maintain data collection tools and practices for the planning, management, and evaluation of programs, projects, and policies, and to inform organizational decision-making
- Support the development and maintenance of By-Name Data to determine the numbers and demographics of individuals experiencing or at risk of experiencing homelessness, and the monthly inflow to and outflow from homelessness at the community level
- Assist in quantifying the supply of and demand for homeless programs and services and identifying systems gaps
- Assist with implementation, development, and management of the Homeless Individuals and Families Information System (HIFIS 4.0)
- Support the continued development and maintenance of a secure data environment and the policies surrounding it, ensuring the privacy and confidentiality of personal client information
- Respond to requests, both internal and external, and analyze and present data to broad audiences using a variety of tools, such as written reports, presentations and dashboards
- Measure and monitor key performance indicators for reporting to stakeholders and the public as appropriate
- Provide data analysis support for the St. John's Community Plan to End Homelessness and other initiatives
POINT-IN-TIME COUNT
- Lead the planning and execution of the St. John's Point-In-Time (PiT) Count, conducted biannually as a federal requirement
- Act as point of contact for the PiT Count with Reaching Home: Canada's Homelessness Strategy
- Lead PiT Count Advisory Committee
- Oversee volunteer recruitment for the PiT Count
- Perform data analysis and cleaning for final results
- Lead the development of the final PiT Count report
RESEARCH AND PLANNING
- Support EHSJ team in identifying research questions and opportunities, including conducting environmental scans and synthesizing relevant literature
- Analyze data from sources such as By-Name Data and HIFIS 4.0 to determine areas of potential future research
- Conduct informal research activities that arise from data collection and analysis
- Support EHSJ team to prepare reports and presentations for committees and programs
POLICY AND ADVOCACY
- Provide evidence to support the research and writing of briefing notes, policy papers, etc.
- Support the Policy and Advocacy sub-committee of the Community Advisory Board (CAB)
- Assist in providing key metrics and developing content to support advocacy initiatives and communications campaigns
REPORTING
- Support with Reaching Home reporting requirements for Infrastructure Canada, particularly through Results Reporting Online (RROL)
- Support with reporting for other sources, including provincial quarterly reports
- Leverage reporting capabilities through HIFIS 4.0 (Crystal Reports) and Salesforce to meet reporting requirements
QUALIFICATIONS:
- Bachelor's degree and three years of experience in research and analysis; or a Master's degree and one year of experience
- Any equivalent combination of education, training and experience will be considered
- Experience in data analytics and using data to support decision-making
- Strong research and evaluation skills
- Knowledge of indicator development, measuring and monitoring techniques
- Experience working with personal information, including data privacy and confidentiality considerations
- Excellent time management skills and ability to multi-task and prioritize responsibilities and deadlines
- Strong organizational and planning skills
- Demonstrated attention to detail and problem-solving skills
- Excellent written and verbal communication skills, especially presenting complex data in a way that can be understood by broad stakeholder groups
- Strong interpersonal skills, given requirements for interaction with broad range of stakeholders
- Proficiency in MS Office Suite, particularly Outlook, Excel, Word and PowerPoint
- Working knowledge of Tableau, Salesforce, Crystal Reports, or other business analytics and data visualization tools would be an asset
HOW TO APPLY:
