**About Us**
At the Newfoundland and Labrador Centre for Health Information (the Centre) we provide quality information to health professionals, the public, researchers, and health system decision makers. Through collaboration with the health system, we support the development of data and technical standards, maintain key health databases, carry out analytics and evaluation and support health research. We support the regional health authorities, as well as the patients and communities they serve, in the delivery of information technology (IT) and eHealth services applied in the healthcare system to provide quality care. Our mandate also includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.

**About the Role**
Reporting to the Director, eHealth Clinical Programs the Program Manager, HEALTHeNL and eConsult is accountable for provincial leadership and direction in the development, planning, and continued expansion of the provincial electronic health record (EHR) known as HEALTHeNL.

Specifically, this role is responsible for:

- Leading the continued implementation, ongoing expansion, and evaluation of eConsult.
- Overseeing the development and management of an ongoing continuous quality improvement process.
- Overseeing the development and deployment of provincial program policies and guidelines and informs and advises partners regarding current trends, challenges, and activity which affect policy.
- Leading the selection, implementation, and ongoing support of appropriate standards by developing, influencing and/or participating in eHealth standards initiatives; continuing to monitor and evaluate the uptake and compliance to selected standards and established protocols.
- Building and maintaining effective stakeholder relationships.
- Overseeing the daily operations of the provincial programs and ensures compliance with provincial policies and applicable regulatory standards.
- Developing annual budget, monitoring financial activities, and reporting significant variances while demonstrating sound fiscal management.

**About You**
Your education and experience include:

- Undergraduate degree (Master's degree considered an asset) in a health-related field supplemented by relevant work experience.
- 5-7 years working in a progressively responsible health care management role, of which, 3 years of experience in a people management role is preferred. This experience would include leading work teams and assigning resources to support the achievement of organizational objectives.
- Leadership and management training preferred.
- Project management and privacy training preferred.
- Experience in working with contractors/vendors preferred.

- Extensive knowledge of current trends and practices with regards to provincial electronic health records (EHR) and eConsult.
- Strong stakeholder engagement skills.
- Strong analytical and problem-solving skills.
- Demonstrated creativity in project/program development.
- Superior communication (written and oral) and interpersonal skills.
- Ability to build and maintain effective professional working relationships.
- Demonstrate good judgment and an ability to build consensus among groups with differing priorities.
- Ability to function independently in a high pressure, diverse, and changing environment.
- Self-motivated and possess excellent time management and organizational skills.
- Ability to coach and mentor staff for optimal performance and professional growth.
- Experience in a provincial health care environment; specifically in relation to HEALTHeNL and eConsult.
- Demonstrated equivalencies may be considered._
