About the branch:

The Corporate Affairs branch is located under the Regulatory and Consumer Services division of the Department of Community Services within the Yukon Government. The branch is responsible for administering a variety of legislation with the focus on the regulation of trading in securities (investment instruments) and regulating insures insurance companies or insurers, municipal exchanges, fraternal societies, and reciprocal insurance exchanges.

About the job:

The Policy Analyst works in a branch that provides a range of regulatory services with a primary focus on the regulation of insurance companies or insurers, municipal exchanges, fraternal societies, and reciprocal insurance exchanges as well as trading in securities (investment instruments). This position is responsible for policy, planning and development, research and analysis, strategic planning and management, and program evaluation.

We are looking for an experienced professional to join the team as an Insurance Policy Analyst, reporting to the Director. You will work independently and be expected to provide advice to the public on legislative matters, participate in national meetings of regulators, maintain an understanding of trends and practices in regulation of your areas, proactively engage in stakeholder communications, identify and assist in drafting policy papers and direction for legislative amendments, and develop policy for the administration of the legislation.

Essential Qualifications:

  • Degree or graduate studies in Public Administration, Political Science, Business Administration, Law, Insurance or a related field;
  • Experience conducting research, analyzing data, and communicating complex ideas;
  • Experience planning, leading, coordinating and/or facilitating multi-staged projects where well developed analytical and writing skills are apparent;
  • Experience providing advice and well-reasoned recommendations on complex subjects and issues to decision-makers;
  • Experience developing policies, directives, and/or guidelines;
  • Experience working on projects to develop new or amended regulations or legislation will be considered an asset; and
  • Strategic planning experience will be considered an asset.
  • Experience engaging in government to government consultation will also be considered to be an asset.

Candidates who have education, training, and/or experience equivalent to the above qualifications may be equally considered

  • Ability to draft decision making documents and develop policy using clear language;
  • Ability to think critically, analyze a broad variety of policy projects or research areas, and make reasoned recommendations;
  • Strong organizational and planning skills;
  • Ability to manage project work teams and work in a team environment; and
  • Ability to take initiative and work independently.; and
  • Excellent oral and written communication skills.
