On July 27, 2023, TC Energy announced the intention to spin off our Liquids Pipelines business and separate into two independent, investment-grade, publicly listed companies - TC Energy and South Bow. The Opportunity

Reporting to the Manager, Operational Excellence, the Information Management specialist will lead the development, implementation, assurance and continuous improvement of Document Control and Data/Records Management processes and procedures that guide South Bows operations, projects and corporate functions.

As the Operational Excellence Information Specialist, you will be able to influence and transform the way South Bow thinks about, manages and accesses its information, leveraging technology, industry best practices and the South Bow Management System, while also ensuring that we have internal and external compliance and consistency throughout the organization.

What you'll do

• Develop and implement Information Management (IM) guidance in accordance with policies and industry best practices to aid in the development of Management system processes and procedures.

• Assess IM practices, identify and implement opportunities for improvement.

• Lead document and data migration initiatives through South Bow separation from TC Energy.

• Lead projects related to the development and implementation of corporate records classification systems, retention schedules and processes.

• Provide direction to document control and records management analysts while shepherding critical processes, documentation, training, and business improvement initiatives.

• Provide required training to achieve a high level of understanding and competency of IM across the organization.

• Support regulatory and corporate compliance requirements and any required internal and external audits and inspection activities.

• Monitor IM systems to verify controlled document collections (i.e., specifications, business practices, procedures, etc.) and records are managed in accordance with IM requirements.

• Respond to and manage issues and non-conformances with IM policies/Process's/procedures and escalate as required.

• Work with Information Services to develop and support data governance for software applications and systems.

• Ensure Disaster Recovery and Business Continuity Plans are in place for IM systems, data/record repositories, etc.

Minimum Qualifications

• Relevant university degree with experience in business administration, information and/or records management, and document control.

• 10+ years' experience in a business analyst role or project management role

• Completion of a Records and Information Management certificate from an accredited school and familiarization with ISO Standards ( e.g. ISO15489, ISO30300, etc.)

• Experience with system design and configuration in MS SharePoint.

• Ability to use judgment and critical thinking skills when faced with ambiguous situations.

• Technical experience developing and improving business processes and procedures.

• Strong communication skills with proven capability and ability to manage multiple/conflicting priorities.

• Keen attention to detail, creative mindset, results oriented, and strong organizational skills.

• Advanced Microsoft Office suite proficiency (Teams, Outlook, Power BI, SharePoint, Word).

• Experienced in facilitating cross functional/ multi-disciplinary teams to deliver effective process improvements.

• High ownership and track record of delivering on commitments.

Preferred Qualifications

• Experience with regulations and associated requirements related to the Canadian Energy Regulator (CER) Onshore Pipeline Regulations, The American Petroleum Institute (API) Recommended Practice 1173 for Pipeline Safety Management Systems, and the National Energy Board (NEB) Oil and Gas Pipeline Systems (CSA Z662) in relation to document and records management.

• Extensive knowledge of records and information management policies, processes, procedures, acts and legislation.

• Experience with cloud based technologies and working with cross functional (Privacy, Analytics, Business) teams on developing organizational AI policies and frameworks

• Experience with Microsoft technology stack including Microsoft Purview for data management.

• Business analysis skills to describe and determine complex, diverse issues and prepare substantiating reports, procedures and directives.

• Understanding of how large complex organizations function and the ability to tailor best practices and strategies to diverse operational environments.

• Ability to work co-operatively and productively with others to achieve results.

• Experience as a Records Manager or Document Controller in an engineering or construction environment is considered an asset, as is experience in developing and delivering training material

• Strong understanding of the interdependent processes in the organization, and ability to recognize business impacts and value drivers

• Ability to quickly build strong relationships with stakeholders and team members and deliver customer centric solutions.

• Experience in the oil and gas industry and/or pipeline operations.
