Job Summary: As the Employee Relations Manager, you will be responsible for fostering positive relationships between employees, management, and unions, ensuring compliance with federal and provincial regulations. You will oversee a range of HR functions, including recruitment, onboarding, performance management, and employee development, in a multi-union environment.

Key Responsibilities:

  • Develop and implement employee relations strategies and policies to promote a positive work environment and foster a culture of trust and respect, adhering to both federal and provincial regulations.
  • Serve as a primary point of contact for employee relations matters, providing guidance, support, and conflict resolution assistance to employees, union representatives, and management.
  • Act as a member of the employer's bargaining committee, participating in collective bargaining negotiations, contract administration, and the interpretation of collective agreements.
  • Investigate and resolve employee complaints, grievances, and conflicts in compliance with company policies, collective agreements, and legal requirements.
  • Conduct thorough investigations into workplace issues, including harassment, discrimination, and misconduct allegations, and recommend appropriate actions and resolutions.
  • Collaborate with HR partners, legal counsel, and union representatives to ensure compliance with the Canada Labour Code, provincial regulations, collective agreements, and other relevant statutes.
  • Oversee recruitment and onboarding processes, including job posting, candidate screening, interviewing, and new hire orientation, while addressing union hiring requirements.
  • Manage employee performance evaluation processes, providing guidance and support to managers and employees, ensuring consistency and fairness across unionized and non-unionized staff.
  • Develop and deliver training programs on employee relations topics, including conflict resolution, diversity and inclusion, and harassment prevention, tailored to a multi-union environment.
  • Partner with management to address employee performance issues, providing coaching, counseling, and disciplinary action as necessary, in accordance with collective agreements and company policies.
  • Analyze employee feedback and engagement survey data to identify trends and areas for improvement and develop strategies to enhance employee satisfaction and retention across both federally and provincially regulated entities.
  • Maintain accurate and confidential employee relations records and documentation, ensuring compliance with data privacy laws and regulations.

Qualifications:

  • Bachelor’s degree in human resources, Business Administration, or related field.
  • CPHR designation required.
  • 5+ years of progressive experience in employee relations and HR management, preferably in a federally regulated environment with exposure to provincial regulations and collective bargaining.
  • Strong understanding of the Canada Labour Code, provincial labor laws, collective agreements, and collective bargaining processes.
  • Demonstrated experience as a member of an employer's bargaining committee, with a track record of successful collective bargaining negotiations.
  • Excellent interpersonal and communication skills, with the ability to build rapport and trust with employees, union representatives, and management.
  • Proven ability to conduct thorough investigations, resolve complex employee relations issues, and implement effective solutions.
  • Proficiency in Microsoft Office Suite and HRIS software; experience with employee relations case management systems is a plus.
