Human Resource Consultant, Organizational Development
The Human Resource Consultant, Organizational Development, is responsible for the design, development and implementation of initiatives aimed at growing, engaging, and retaining employees. This includes supporting the development of organizational capability and effectiveness in the areas of employee engagement, career development, performance management, succession planning, organizational design, workforce planning, leadership development, workplace culture, and Diversity, Equity & Inclusion (DEI).
Job Duties:
Provides advice and expertise in the planning, development, implementation, and evaluation of organizational development and talent management programs, initiatives and strategies, ensuring they are consistent and supportive of the corporate strategic plan.
Supports in the design and implementation of programs and initiatives that promote employee career, skill, and professional development.
Provides performance management guidance and expertise. This includes evaluating and enhancing the performance management system, organizational competencies and all related processes and procedures.
Supports leadership development programs for new, emerging, existing and experienced leaders by building internal capability at all levels, and creating a culture of growth within the WCB.
Ensures proper execution of the annual succession planning process and talent review cycle including preparing communications, developing training guides, delivering training, and analyzing trends.
Collaborates with senior leadership and HR team on workforce planning initiatives.
Supports with organizational design projects across divisions aimed at enhancing organizational effectiveness, including planning, execution and post-implementation follow up.
Champions culture programs and initiatives that increase employee engagement including the roll-out of WCB's survey strategy and recognition programs.
Supports the development and implementation of a comprehensive DEI strategy. This includes coordinating programs and collaborating with stakeholders to support DEI initiatives.
Establishes and manages external partnerships that support talent and organizational development such as workshop facilitators, executive coaches, consultants, and other key service providers.
Liaises with the change management team as required and utilizes WCB's change management methodology to increase adoption and effectiveness of organizational and talent programs.
Evaluates programs and initiatives through data collection, analysis, and feedback mechanisms to drive continuous improvement.
Collaborates with Learning and Development to design and implement training and development programs that align with organizational goals.
Supports the process for reviewing external consultants' proposals, negotiating costs, hiring, and authorizing consultant fee-for-services related to organizational development.
Stays current on industry trends, best practices, and emerging technologies in organizational development and applies them to enhance organizational effectiveness.
Establishes and maintains working relationships with various consultants and experts in the Human Resources field in both the public and private sectors to ensure ongoing awareness of the latest trends and developments.
Provides input into the departmental budgets related to Learning Initiatives and Organizational Development. Pursues professional and personal development through continuing education and training, literature reviews, workshops, seminars, etc. Performs other related duties as assigned. Qualifications:
University Degree in Commerce or Business Administration or a related discipline
Minimum five (5) years of related human resource experience, including experience in performance management, succession planning, workforce planning, leadership development, change management, diversity initiatives, preferably in a unionized environment
Knowledge of the current and emerging trends in the areas of talent and organizational development, including: performance management, succession planning, workforce planning; leadership development; change management; diversity initiatives; and creating an agile, high-performance culture
Proficiency in the use of a personal computer and software in a Windows environment
Well-developed analytical, problem solving, initiative and independent thinking skills
Excellent communication skills, verbal and written, including facilitation, presentation and public speaking skills
Ability to take initiative in approaching a task or project with limited direction
Ability to utilize tact and discretion in dealing with complex and sensitive issues and confidential information
Ability to lead and manage organizational change
Ability to establish and maintain working relationships with all levels of internal and external stakeholders including the ability to collaborate and influence effectively
Ability to generate innovative solutions to work situations
Ability to plan and manage projects
Ability to work independently and make a positive contribution within a team environment
Education with a focus in Human Resource Management would be an asset
Chartered Professional in Human Resources (CPHR) designation or working towards the designation, would be an asset
Ability to communicate proficiently in both official languages (English & French) is an asset, but is not required Additional Information:
