Manager, IT Project Management Office (PMO)

The Opportunity

Reporting to the Vice President, Information Technology, the Manager, IT PMO oversees the effective management and delivery of the IT project portfolio. They collaborate with senior stakeholders to prioritize projects, lead teams through project lifecycles, ensure adherence to scope, budget, schedule, and quality objectives, and provide a structured management approach for all programs and projects. Responsibilities include managing a team of Project Managers, Business Analysts, and Systems Analysts, delivering progress reports, and overseeing various IT initiatives across applications, infrastructure, and architecture.

Responsibilities include:

  • Manage and coordinate the day-to-day resources and activities for the department, including hiring, training, developing, discussing performance, conducting appraisals, investigating and discussing matters that may lead to discipline or termination;
  • Act as subject matter expert in the area of IT project management activities;
  • Manage the project request intake process, including reviewing, assessing, prioritizing, and allocating resources aligned with WAA strategic priorities and based on a project selection model;
  • Allocate staff to portfolio priorities applying resources with the skills and experience needed and manage resources to ensure the achievement of the priorities;
  • Implement standard management processes, tools, and reporting methods to be used and ensure consistent management of projects and programs of the portfolio;
  • Monitor and measure the portfolio performance results against the defined business and strategic goals and objectives to demonstrate progress toward achieving business and strategic goals;
  • Communicate and report on the portfolio, its content, and the performance of individual projects and initiatives to stakeholders, the steering committee, and senior executives;
  • Develop strong relationships with business units, team members, and senior stakeholders to understand and identify tactical and strategic technology solutions to fit business needs, secure commitment and determine priorities; and
  • Participate in Monthly Management meetings, Corporate strategic planning and other leadership activities as required.

Selection Criteria include:

  • Post-secondary degree or equivalent in computer science with 10+ years of project management experience, including 5+ years in managing medium to large-scale IT projects;
  • 5+ years of experience building a project management office team, including managing other project managers and business analysts, managing contracts, including vendors and service providers while monitoring service levels and contract obligations;
  • PMP certification required;
  • Proficiency in traditional, agile, and hybrid methodologies and various project management tools (e.g., Monday.com, Trello, JIRA, Confluence, Smartsheet);
  • Strong expertise in project lifecycle management, budgeting, and cost management;
  • Ability to lead and motivate teams in a time-sensitive environment;
  • Experience in business and systems analysis best practices and tools;
  • Preferably experienced in managing in a union environment;
  • ITIL Foundations certification and experience in ITIL-compliant environments preferred; and
  • Certification in Management of Risk (MoR) and Organization Change Management Prosci (ADKAR model) preferred.
