Provides operational human resources services in one or more human resources disciplines, such as resourcing, classification and organization, learning, labour relations, employment equity, occupational safety and health or human resource planning within a business unit at Parks Canada Agency.
The Western Newfoundland and Labrador Field Unit (WNLFU) includes two national parks, a national park reserve, and four national historic sites. This field unit covers a large geographic area with operations in three different time zones in rural and remote areas. Three of the sites administered by WNLFU are UNESCO World Heritage Sites.
The human resources team for Western Newfoundland & Labrador provide a full range of advisory and support services to over 200 staff, including managers, supervisors and employees. We work closely with our colleagues to support resourcing, organization and classification, training and performance management, labour relations, occupational health and safety, and disability management. The results from this competition may be used to staff similar positions in the future on an indeterminate, term, seasonal or acting assignment basis, for the Western Newfoundland and Labrador Field Unit, as well as other Parks Canada locations across the country.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed
Certification as Chartered Professional in Human Resources
Graduation with a degree from a recognized post-secondary institution with acceptable experience in human resources
Indeterminate and term incumbents of positions in the PE group in Parks Canada Agency and the Public Service on or before October 3, 2008, and who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience.
We encourage candidates who do not have the required degree or certification to apply as an acceptable combination of education, training, and/or experience that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed may be considered on an exceptional basis. This alternative may be applied to meet Parks Canada diversity goals, to support career advancement for Parks Canada employees working within the HR function, or for processes with limited candidate pools. Experience in conducting research and analysis to provide advice or recommendations in a human resources discipline (other than staffing);
• Experience in the interpretation and application of legislation, policies, guidelines and procedures in a human resources discipline;
• Experience responding to a wide range of human resources related inquiries from supervisors/managers and employees.
Experience in providing advice, options and policy recommendations in the field of occupational health and safety;
• Experience in providing strategic advice, options and recommendations in the field of labour relations;
• Experience interpreting and applying legislation and policies related to human resources in the federal public service or Parks Canada. Knowledge of legislation, policies, trends and practices in Human Resources management. Communicates effectively, clearly and concisely both orally and in writing;
• Willingness to work irregular hours, overtime, weekends and/or statutory holidays and provincial/territorial holidays, when required.
Will be required to undergo and pass pre-placement and periodic medical checks;
• As the position is located in an area classed as isolated and remote, a pre-employment medical examination of an individual and his/her dependents may be required.
