Who We Are?


ONxpress Transportation Partners (ONxpress) were chosen by Metrolinx and Infrastructure Ontario (IO) to enter the Development Phase of the On-Corridor Works project – the largest project in Metrolinx’s GO Expansion.

Unprecedented in its scale and complexity, this multi-billion-dollar capital program will transform the GO regional rail network with electrification, more frequent service, shorter journey times and a more modernized system for the Greater Toronto and Hamilton Area.


What’s the Opportunity?


ONxpress Civil Contractors is seeking a seasoned Quality Manager (QM) with expertise in Quality Management Systems (QMS) (ISO 9001:2015). This role involves providing documented information to the ONxpress Quality Director (QD) on QMS implementation and functionality, and overseeing the development, implementation, maintenance, and effective operation of the QMS throughout the various phases of the Project.


The QM will coordinate quality control and assurance activities across different disciplines and stakeholders. They and their designated personnel will have direct access to the ONxpress QD to ensure swift resolution of quality issues.


What You’ll Do Here:


  • Oversee Quality Requirements: Ensure compliance with Quality Plans and procedures.
  • Develop and Update Quality Plans: Continuously review and improve Quality Plans and procedures.
  • Ensure Effective Operation and Improvement: Implement necessary actions for the continual improvement of QMS.
  • Quality Audit Programs: Prepare, schedule, and perform internal and external quality audits of key processes identified in the Quality Manual.
  • Report Findings: Conduct all required quality audits and report findings to the Quality Director.
  • Act as Quality Representative: Represent the ONxpress QD on all Quality-related matters in your discipline.
  • ISO 9001:2015 Compliance: Coordinate all matters relating to compliance with the ISO 9001:2015 Standard.
  • Maintain Records: Ensure relevant records are maintained and retained.
  • Material Certifications: Obtain and approve material certifications and test results before material incorporation into Project Work.
  • Non-Conformance Corrective Actions: Develop and implement corrective action programs for non-conformance.
  • Quality Personnel Training: Accountable for training and onboarding of quality personnel.
  • Additional Responsibilities: Carry out other duties as assigned by the Quality Director in accordance with the PA and/or Good Industry Practice.


What You’ll Bring to the Team:


  • Educational Background: A degree in Civil Engineering, Construction Management, or a related field.
  • Experience: At least 10 years in the construction industry with a minimum of 7 years in a lead or managerial role.
  • Certification: ISO 9001:2015 Lead Auditor Certification.
  • Preferred Experience: Experience or understanding of transit or construction systems in Ontario.
  • Skills: Strong organizational, leadership, and communication skills.
  • Technical Proficiency: Proficiency with MS tools, document control, and audit techniques.
