Community Food Resilience Program (Food Security Program)

The Community Food Resilience Program (Food Security Program) provides food focused supports, resources, and opportunities for students and families in the Winnipeg School division to mitigate the effects that Food Insecurity has on educational outcomes, familial wellbeing, and community stability.

Under the supervision and direction of the Acting Director of Schools (1996), Education for Sustainable Development, Technical and Career Education, the Community Food (Food Security) Coordinator is responsible for:

Development of processes and mechanisms for delivery of and reporting on Program services;

Supporting the delivery of Program services at all involved schools sites across the Division;

Program planning and development;

Developing partner and donor relationships;

Liaising with external agencies and organizations;

Providing guidance, leadership, and support to program staff;

and performing other various duties within the scope of the Program.

Responsibilities may include but are not limited to:

Processes, Service Delivery, and Reporting

Consults with Administrators, and other identified leaders, to determine initial needs and capacity at involved sites;

Establishes and shares processes for communication, documentation, and access to food and resources provided by the Program. Regularly review and ensure processes to facilitate and report on access to Food Security related resources for all school sites and agents across the Division are effective;

Coordinate Community Food (Food Security) related programming at various sites across the Division;

Develop strategies to disseminate information about the Program to school sites, agents, students, and families across the Division;

Maintain a comprehensive knowledge of existing Food Security supports available to assist families, and act as a bridge to Divisional agents regarding the availability of and means of accessing such services;

Coordinates access to resources both internal and external of the Division;

Facilitates workshops and training for Community Food (Food Security) Workers and other staff as required;

Assists in and/or leads the coordination of planned Community Food focused activities as well we emergency Food Security needs across the Division;

Prepares periodic reports on the activities of the program and submits them to the Director.

Program Planning and Development

Collects information from various school sites and agents regarding the provision of existing services and the identification of issues that may impact need for new/revised programming;

Designs and implements a data collection method, and analyses data obtained from school sites, agents, and other Divisional sources to identify trends that may impact the program;

Consults community groups to determine priority needs with respect to underserved populations (Indigenous families, Newcomer Families); engages with families and community as vested stakeholders;

Operates within a lens of cultural competency to ensure families can access appropriate and comprehensive services and are able to engage in a way that respects and acknowledges individual experiences with food systems.

Conducts research regarding the provision of Food Security services in other jurisdictions;

Plans for acquisition of resources as appropriate to the Divisional capacity; liaises with school sites to accommodate Community Food (Food Security) resources as needed;

Ensures safe food handling and storage practices are being observed wherever Community Food (Food Security) resources are being handled and stored within the Division;

Communicates unequivocal expectation for use of Community Food (Food Security) resources to all staff involved with the Program;

Maintains an ongoing awareness of current issues affecting families within the Division,

Reviews designated services on an on-going basis to ensure they operate effectively and are on par with current food policy as determined by Division Governance;

Operates within a lens Sustainability, with intentions towards building capacity while serving immediate needs;

Develops proposals for the strengthening of existing services and/or creation of new services.

Partners, Donors, External Agencies and Organizations

Proactively reaches out to community groups to obtain their input and perspectives;

Actively seeks out opportunities to create new partnerships and strengthen existing relationships;

Seek and establish donor relationships to diversify food and resources offerings within the program;

Serves as a liaison between the Winnipeg School Division and external agencies;

In conjunction with the Director, represents the Winnipeg School Division in dealings with external agencies.

Qualifications:

Post Secondary education in a related field, and/or relevant work experience.

Experience in project planning and administration in a high-volume or fast-paced environment is required.

Demonstrated experience supervising program delivery staff, including ongoing training and assessment.

Strong computer skills in Google Docs and Drive, and Microsoft Office, particularly Word and Excel.

Excellent organizational and multitasking skills with the ability to recognize/meet deadlines in a fast-paced work environment.

Exceptional interpersonal and conflict resolution skills in dealing effectively with stakeholders from different sectors.

Respect for and knowledge of Indigenous culture, traditions, teachings, and ceremonies with capacity of integrating same into program activities.

Ability to set priorities and meet deadlines as well as the ability to work within budgetary parameters.

Excellent communication and facilitation skills - both verbal and written.

A strong understanding of Community Development Principles.

Knowledge of the Manitoba Workplace Health and Safety Act.

Knowledge of applicable Provincial and Municipal Governmental regulations as they relate to food handling and distribution.

A passion for engaging in capacity building and poverty reduction work, specifically as it related to food insecurity, food security, and food systems resiliency.

Successful candidate must have a valid driver’s license and access to a vehicle.

Successful candidate should hold or be willing to complete a Certified Food Handler Training Certificate program.

Forklift Operator Certification is an asset.

Ability to work flexible hours, including evenings and weekends as needed
