The Corporate Analyst, Physician Compensation Programs, reports to the Corporate Manager and is responsible for identifying, researching, analyzing and documenting physician compensation issues concerning policy/guidelines, contracting, service models/options, funding applications, reporting and accountability requirements as well as specific program issues for review and decision-making by senior management. The Analyst is responsible for the preparation of highly complex physician clinical and medical administrative contracts, salary agreements and letters of agreement for a portfolio of PHSA agencies. The position is a key liaison with agency physician administrators providing expert advice and support concerning physician compensation matters, reviewing contracting requests to ensure information is accurate and complete, liaising with agency staff to resolve contracting issues and ensuring contracts are prepared in accordance with the complex structure governing physician contracting. The Corporate Analyst actively coordinates and provides complex analysis concerning the MoH/PHSA Contracted Physician Resource Plan (CPRP) for physician services spanning all PHSA’s Agencies including involvement in reporting, forecasting and reallocation of funding between PHSA physician programs and services in support of senior management.


What you’ll do

Prepares and approves draft physician service contracts, salary agreements and medical administrative contracts across PHSA’s Agencies by paying particular attention to service deliverables and compensation rates. Identifies contracts and agreements that require policy clarification and direction, and obtains appropriate guidance and approval. Provides expert advice and direction to Agency staff throughout the contract drafting process ensuring compliance with a myriad of policies and agreements in place within PHSA and, its Agencies, the MoH, and the Physician Master Agreement (PMA) and its subsidiary agreements all of which together form the foundation for a contracting framework for physicians. Provides support to the policy development process pertaining to physician compensation, through consultation with stakeholders, research and analysis. Drafts policy papers, formulates options and confidential recommendations for decision by Physician Compensation senior management. Writes procedures to implement policy; communicates policy and procedures and provides orientation and training to Agency staff in implementing procedures and using business tools. Prepares confidential complex analytical reports and briefing documents (including issues notes) on a variety of physician compensation issues involving multiple data sources. Identifies problems and opportunities for adjusting processes for improved accuracy, quality and efficiency, and/or establishing guidelines or policies to clarify management issues. Coordinates, analyzes and trouble shoots MoH required reporting and supports the negotiation of new APP Funding Agreements and assesses service requirements for renewals. Prepares trend and variance analysis, forecasts revenue in collaboration with Agencies and PHSA Finance and coordinates the CPRP reallocation process to maximize uptake of available funding based on utilization and projected service needs. Clarifies and resolves variances between PHSA invoices and MoH payment. Approves and submits mandatory documentation as required by both MoH and MSP. Provides information management support by maintaining up-to-date database records; liaises with Physician Compensation Finance to ensure accurate and appropriate payments for physicians. Provides secretariat support for Physician Compensation working groups and committee meetings with agencies. Represents the Physician Compensation Office at various forums such as meetings and trainings in order to share information, seek input and give presentations. Plans and implements projects and initiatives across PHSA agencies related to Physician Compensation, in collaboration with the Corporate Manager, Physician Compensation. Tracks project progress according to project plan and identified metrics. Monitors and reports on the status of projects and major barriers encountered. Makes decisions and recommendations regarding project scope and related changes required to facilitate a successful outcome. Implements or contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the project lifecycle.

Qualifications

A level of education, training and experience equivalent to a Diploma in Business Administration, Health Administration or related field, plus five (5) to seven (7) years of related experience including contract administration, financial administration, variance analysis. Experience with and direct knowledge of physician compensation, including the negotiated agreements between Government and Doctors of BC, would be an asset. Excellent communication, interpersonal and public relations skills. Superior analytical skills, including the ability to identify, interpret, assess and resolve complex issues and present information succinctly, with strong attention to detail. Ability to plan, implement, and problem solve independently. Ability to prioritize and manage multiple tasks and projects. Demonstrated ability to use database, spreadsheet and word processing software at an advanced level. Excellent facilitation skills with the ability to encourage cooperation between diverse operational groups and skill sets, and to work collaboratively to design and implement solutions. Demonstrated ability to exercise tact, good judgment and initiative.
