**Corporate Manager, Physician Compensation and Funding Analysis**

Reporting to the Corporate Director, Business Information and Physician Compensation, the Corporate Manager, Physician Compensation and Funding Analysis is responsible for leading the development, implementation and evaluation of all matters relating to physician compensation and funding in the Finance Department for the Provincial Health Services Authority (PHSA) and its’ Agencies.

The Corporate Manager, Physician Compensation and Funding Analysis works closely with staff from Physician Compensation & Planning, the Faculty of Medicine at UBC (external to PHSA) and the Ministry of Health to ensure financial obligations under the contract(s) relating to physician compensation and funding are reviewed to identify the financial risks to the organization. This position collaborates with agency physician department managers/directors in developing annual business plans and budgets related to physician compensation and funding. This position monitors, assesses and reports departmental fiscal performance against budget targets and recommends corrective action. This position ensures that effective internal control and procedures for disbursements and billings exist. This position ensures effective communication on all physician related matters, within finance and with relevant departments outside finance. This position leads development of a corporate database housing all relevant physician information and directs a matrix group of staff, including staff in Disbursements and Revenue Operations with respect to physician compensation funding.

Scope and Complexity
- The Corporate Manager, Physician Compensation and Funding Analysis works in a complex, multi-site organization providing leadership and guidance to finance staff and leadership, information and guidance to others throughout the organization in an area of specialized knowledge to define, clarify and provide assistance to achieve goals.
- This position analyzes, interprets, problem solves and exercises independent and professional judgment in the completion of their responsibilities. This position applies creative or original thinking in situations where guidelines do not exist or are unclear and where required consults with supervisor for confirmation or direction. This position initiates, develops, and facilitates financial processes, policies and procedures to support the operations of the PHSA. Errors in judgment, decision-making, timeliness and accuracy of reporting could have serious financial consequences for the organization.

Communications
- Internally, the Corporate Manager, Physician Compensation and Funding Analysis has ongoing contact with staff at all levels of the organization, including, senior executives, finance directors, the Medical Advisor and directors of Physician Compensation & Planning, managers and medical directors of all physician departments. Contact involves influencing and persuading other management staff regarding strategic directions and larger tactical decisions, influencing and persuading others regarding organizational culture and general approaches to physician compensation analysis. External communication includes ongoing contact with a wide variety of outside individuals and agencies including ministry officials and representatives from other health authorities to gather and exchange information and to negotiate physician compensation and funding in conjunction with Medical Affairs. In addition, this position communicates with staff in the Faculty of Medicine at UBC to gather and provide information.

**What you’ll do**
- Reviews financial obligations relating to physician compensation compared to physician funding. Ensures that all contracts undergo financial review to identify the risks and liabilities to the organization and advises the Finance senior management of these issues.
- Works closely with the physician department manager/directors and with Business Planning to develop operating budgets, monitor and interpret financial and utilization information, and analyses variances from plan.
- Works closely with Physician Compensation & Planning and the Faculty of Medicine at UBC ensuring timely payments to physicians and applicable recoveries from the Ministry of Health or other external agencies are received on a timely basis.
- Develops implements and monitors internal controls in conjunction with PHSA Internal Assurance over physician disbursements and billing.
- Guides and leads staff in the development, implementation and maintenance of a corporate physician database/PeopleSoft functionality that contains all relevant physician information, ensuring that the information can be used for reporting requirements.
