Position Summary

Reporting to the Senior Administrative Specialist, Faculty of Trades and Technical Programs, the Program Officer works in conjunction with a diverse range of educational stakeholders to plan and implement funded and tuition-based programs and courses, based on identified regional/community needs and opportunities, and delegated priorities. The Program Officer supports programming delivered as classroom/shop-based programming in addition to digital and online courses. - Communication & Interpersonal Skills Duties & Responsibilities 1. Working individually, or in project teams, this position is responsible for coordinating scheduled and non-scheduled credit and non-credit programs and courses to meet program delivery and budget targets.
2. Responds to contract training requests, completing all the steps needed to satisfy the request including the support of program planning and delivery.
3. Research and compile labour market data to inform program development and renewal.
4. Research prospective program sponsors, funders and opportunities for partnerships and educational collaborations.
5. Prepare funding applications and program proposals as per industry and labour market demand.
6. Support the dean with program development and implementation priorities.
7. Liaises with industry, instructors, and service departments to provide operational support at the various campus locations.
8. Liaises with other campuses and centres, instructional areas and service departments as required.
9. Support the development of program specific marketing priorities and promotional and engagement strategies.
10. Consults with appropriate external agencies, organizations and industry representative for the development and delivery of programs and services.
11. Support program specific student recruitment and intake processes.
12. Provides instructor support for classroom-based, online and digital courses with duties as directed by and always in consultation with the faculty members.
13. Support faculty in researching and sourcing instructional resources and aids.
14.Support the coordination of work experience placements in collaboration with faculty and industry sponsors.
15. Assists in the content development of the face-to-face or digital course(s) content, assessments and engagement activities along with production of program guides and student communications.
16. Provides student support through answering their questions, troubleshooting, and helping with technical components through course email, messages, or video conferencing, as needed and in consultation with other College support resources.
17. Liaises with the Centre for Teaching and Learning Innovation to coordinate instructor orientations to digital tools and platforms. Liaises with the Student Technical Services to coordinate student technology orientations.
18. Supports coordination of course evaluations and student feedback opportunities. Seeks advice on tools and questions from Centre for Teaching and Learning Innovation.
19. Inform the setting of course/program fees to ensure that the costs of each course, program or service are balanced against expenses and include required indirect costs.
20. Provides information sessions, tours, and detailed program information to market and promote offerings to potential students and community stakeholders.
21. Orders and monitors materials, supplies, and equipment required for course/program delivery.
22. Provides information related to courses and programs to Marketing staff to develop promotional materials and/or creates drafts for approval.
23. Responds to student and instructor needs and concerns, while ensuring that the College Policy related to Student Complaints and Codes of Conduct are understood.
24. Keeps informed of industry standards and regulations for vocational programs within delegated portfolio areas. Remains current in relation to program and contract training trends and new developments.
25. Works collaboratively with Trades and Technical Support Assistant to coordinate efforts to ensure the effective and efficient operation of the Department.
26. Monitors, records, and reports on enrolments, student outcomes and program activities.
27. Monitor and report out on program and project budgets.
28. Monitor and report out on program and training outcomes.
29. Handle confidential funding, student, industry and institutional data. Required Education & Experience 1. Completed Bachelor’s Degree in a relevant field of study which may include education, business administration or learning technology.
2. Requires a minimum of 4 years of recent, related experience in front-line customer service technology areas in a post-secondary learning environment, and an additional 2 years of experience in organizing, designing and developing online courses particularly with comfort and successful experiences in information and pedagogy design.
3. Experience should also include proficient using, manipulating, and troubleshooting a variety of learning technology platforms and tools such as learning management systems (e.g., Blackboard Learn, Brightspace, Moodle or Canvas), Microsoft Office Suite platforms (e.g., Word, Excel, PowerPoint), PDF creation software (e.g., Adobe Acrobat), video and audio capture and storage platforms (e.g., Kaltura), blogging and website platforms (e.g., WordPress).
4. Experience with helpdesk support actions and activities related to student technology use and engagement the learning platforms and tools using a learning management system (e.g., course account and tool use in Blackboard Learn), web-based video conferencing platform (e.g., BlueJeans, Zoom).
5. Experience in the delivery of adult education and/or community development programming.
6. Consideration may be given to a combination of post-secondary education and related formal training and professional work experience in training development, program planning, coordination and implementation.

Required Knowledge Skills & Abilities 1. Demonstrated ability to design, develop, and promote a variety of responsive programs to meet regional/community needs.
2. Demonstrated background in project management, curriculum development, and working with learning technologies.
3. Experienced in promoting, marketing and coordinating training offerings.
4. Detailed expertise and knowledge are essential with respect to programs, part-time vocational courses, and training contracts.
5. Advanced microcomputer skills including word processing, spreadsheets, and database applications.
6. Demonstrated entrepreneurial ability with expertise in areas such as marketing, public relations, communications and advertising.
7. Ability to maintain a high level of productivity and prioritizing, as well as an ability to take initiative and work independently in a deadline-driven team environment.
8. Excellent interpersonal, written, and oral communication skills, including effective conflict resolution skills.
9. Interest in the field of faculty support and online course supports. Eagerness to learn and understand new technologies and support experiences.
10. Self-motivated and directed, with the ability to effectively prioritize and execute tasks to meet needs of faculty and students.
11. Strong experience in using student-focused educational technologies including browser-based learning management systems, student portals and social media.
12. Good audio-visual skills with technical tools (e.g. how to connect camera to web-conferencing systems, manage multiple inputs and troubleshoot audio and video issues etc.)
13. Excellent human relations skills, a strong customer service attitude and can effectively communicate complicated technical ideas in user-friendly language.
14. Experienced in dealing with, and maintaining, a high degree of confidentiality, professionalism, and cultural awareness/sensitivity.
15. Able to work flexibly, independently, and successfully in a team structure.
16. Able to reason analytically and problem-solve independently.
17. Very good oral, written, and interpersonal communication skills.
18. Very good presentation and facilitation skills.
19. Demonstrated word processing skills and at least 50 words per minute keyboarding skills.
20. A valid driver’s license is required and access to a vehicle may be required for travel.
21. Flexibility to travel to other campuses as required.
22. Knowledge of current Ministry and Industry Training Authority (ITA) regulations is an asset.
