The Accounts Clerk will collaborate with the Manager, Finance and Administration to craft budget proposals, analyze financial data, and ensure accurate payroll processing for a diverse range of employees. From managing fund allocations to providing expert guidance on financial matters, this role offers a multifaceted opportunity to drive efficiency and excellence within our organization.

What You’ll Do: Develop budget proposals for both credit & non-credit units within CCE by reviewing previous year’s spending, understanding the needs of the Centre, and analyzing anomalies that will affect the budget. Review, interpret, and analyze budget figures to develop budget forecasts. Post, balance, monitor, and reconcile monthly ledgers, budgets, payroll, and financial reports; process account transactions relating to HR, Financial Services, Banner, and Destiny One; handle the purchasing process including payment authorization; monitor and reconcile records of expenditures and revenues; calculate deferred revenue as required. Initiate, process and audit a variety of payroll transactions (appointment letters, contract invoices, and workflows covering a wide range of employees such as sessional instructors, TA’s, contracts, casual, and sub-contractors), ensuring that employees are paid accurately and on time. Interpret, initiate, calculate and perform billing functions as determined by contracts, agreements, and MOU’s. Develop, design, and provide comprehensive and complex management information reports, as appropriate (e.g., cost analysis, stats). Act as the point of contact to internal Centre members, providing guidance and interpretation on financial and administrative matters by maintaining an ever-changing, in-depth knowledge and understanding of University and CCE policies and procedures. Act as a Fund Manager for the funds including, but not limited to, Distance and Distributed Learning committee, Language Instruction for Newcomers to Canada, and Conservatory Bursaries & Scholarships by setting up all special project accounts, distributing funds, ensuring development funds are not awarded more than is available, and ensuring that all expired funds are returned, and preparing claims for government funds, as appropriate. Member of different cross-functional committees in CCE and the University of Regina to facilitate the correct implementation and success of specific projects and programs. Compose and edit written documentation and correspondence; screen and evaluate incoming and outgoing correspondence to both internal and external stakeholders, and prepare responses as appropriate. Review, interpret, and analyze data to maintain departmental records and databases; establish and maintain files and records. Create e-recruit postings for term and permanent positions within CCE. Train, supervise, and guide casual and student employees as appropriate; may participate in performance appraisals. Perform other related duties as assigned.

Come join our team and make a meaningful impact on our financial operations Position Requirements What You’ll Bring to this Position: Grade 12 supplemented by the successful completion of a recognized business certificate or diploma combined with minimum of five years’ progressively responsible experience preferably in a university environment.  An equivalent combination of education, training, and experience may be considered. Skills That Will Ensure Your Success in the Role: Direct experience with both revenue and expense transactions as required in a profit centre environment. Background and familiarity with accounting and financial terms and concepts in a profit centre environment and cost recovery environment. A solid understanding of revenue and expense generation activities and their impact (specifically on CCE financial results) is required. Applied knowledge of University financial and administrative policies, procedures, and processes including registration; payroll; accounting transactions; authorization policies, standards, and procedures; and the University System of accounts (FOAPOL). Demonstrated advanced experience with Excel spreadsheets/reports is a requirement to update and develop budget information, retrieve, analyze and compile information to carry out main functions of the position. Direct experience working in complex databases such as the University’s specific applications: M365, Banner, Destiny One, FAST and Caspur reports; Experience working with equivalent complex database systems and/or software may be considered. Must have excellent database and records management and maintenance skills. Excellent organizational skills to manage complex and sensitive work assignments, anticipate tasks, meet competing deadlines, and manage priorities while maintaining a high degree of judgment, discretion, accuracy, and confidentiality. Must have excellent verbal and written communication skills. Ability to analyze complex scenarios in order to evaluate and give consideration to factors that contribute to the situation when identifying an appropriate solution. Ability to establish and maintain effective working relationships while exercising diplomacy and tact. Must be able to work independently as well as in a team environment. Knowledge of CCE policies, standards, and procedures. Knowledge of the University community, programs, and administrative offices.
