What you will Do:

 As the Regional Manager, Government Relations you will design plans for provincial government outreach in Quebec and Atlantic Canada by providing analysis of emerging or existing legislative public policy issues impacting the company. You will gather intelligence and assist in the preparation of position papers, policy briefings, presentations, and legislative testimony for pending legislative actions. Coordinate actions through strategic partners in government and industry, communicating corporate positions and objectives. Projects may include implementing public policy activities, government and industry lobbying efforts, advocating government funding initiatives and identifying new opportunities favorably advancing our patient centered medical technologies with provincial government policymakers.

Strategic Market Access: Develop and implement tailored strategies to optimize market access, focusing on provincial coverage and coding nuances. Insightful Market Analysis: Regularly provide corporate leadership with detailed analyses of the market trends in Quebec, New Brunswick, Newfoundland, Nova Scotia, and Prince Edward Island, as well as reimbursement changes and adhering to local language and cultural nuances. Targeted Liaison Activities: Actively engage with the leadership of the respective provincial regional health authorities, including government officials and patient organizations, to advocate for medical device access policies, demonstrating an understanding of provincial healthcare frameworks. Resource for Commercial Teams: Serve as a primary resource on Quebec-specific healthcare policies, including changes in reimbursement regulations and governance structure at the regional and provincial levels for the commercial teams. Cross-functional Collaboration: Work closely with teammates from customer solutions, legal, commercial business units, medical education, and regulatory affairs to ensure alignment of Stryker’s commercial strategies with Quebec and Atlantic Canada healthcare policies and initiatives. Legislative and Regulatory Focus: Formulate legislative and regulatory strategies that align with company priorities while adhering to specific jurisdictional healthcare regulations and legislative environment. Relationship Building: Establish and maintain strong relationships with key policymakers and industry stakeholders in Quebec and Atlantic Canada, leveraging local insights and networks. Report and Presentations: Prepare and provide concise reports on the political, social, and economic landscape in Quebec and the Atlantic provinces relevant to the Commercial and Canadian Leadership Teams Strategy Development: Collaborate with commercial product managers to drive the development and implementation of market access strategies and tailor approaches to specific medical devices or therapeutic areas. This will include working with cross-functional teams to evaluate reimbursement scenarios and contributing to product commercialization efforts. Other duties as directed by senior leadership. 

What you need

Bachelor's Degree is required.8+ years of work experience is required.2+ Working experience and understanding of the Quebec healthcare and political landscape is required.Fluency in French and English is required.Internal applicants with an equivalent combination of education, experience, and performance over time at Stryker will be considered.

Le directeur régional (Québec/Atlantique Canada) de Stryker Canada jouera un rôle essentiel pour assurer l’accès sans entrave aux dispositifs médicaux au Québec et dans les provinces les plus orientales du Nouveau-Brunswick, de Terre-Neuve-et-Labrador, de la Nouvelle-Écosse et de l’Île-du-Prince-Édouard. Vous élaborerez et mettrez en œuvre des stratégies propres à chaque région pour maximiser les occasions d’affaires afin de favoriser la croissance. Le titulaire de ce poste doit avoir une compréhension approfondie du système de soins de santé unique du Québec, y compris de ses règlements provinciaux et de l’évolution des politiques en matière de langue française, ainsi qu’une forte orientation vers la communication bilingue en français et en anglais.

Vous apporterez un mélange d’expérience législative et d’expertise technique qui permettra d’identifier les occasions et les obstacles aux stratégies d’accès au marché et la capacité de Stryker à prospérer commercialement au Québec et dans les provinces maritimes.

Responsabilités

Responsabilités individuelles :

Responsabilités fonctionnelles :

Accès stratégique au marché : Élaborer et mettre en œuvre des stratégies sur mesure pour optimiser l’accès au marché, en mettant l’accent sur la couverture provinciale et les nuances de codage.Analyse éclairée de marché : Fournir régulièrement des analyses détaillées de la direction de l’entreprise sur les tendances du marché au Québec, au Nouveau-Brunswick, à Terre-Neuve, en Nouvelle-Écosse et à l’Île-du-Prince-Édouard, ainsi que sur les changements de remboursement et le respect des nuances linguistiques et culturelles locales. Activités de liaison ciblées : Collaborer activement avec la direction des autorités de santé provinciales régionales respectives, y compris les représentants du gouvernement, pour défendre les politiques d’accès aux dispositifs médicaux, en démontrant une compréhension des cadres de soins de santé provinciaux. Ressource pour les équipes commerciales : Servir de ressource principale sur les politiques de soins de santé propres au Québec, y compris les changements dans les règlements de remboursement et la structure de gouvernance au niveau régional et provincial pour les équipes commerciales. Collaboration interfonctionnelle : Travailler en étroite collaboration avec les coéquipiers des équipes des solutions clients, des unités commerciales et juridiques, de l’éducation médicale et des affaires réglementaires pour assurer l’alignement des stratégies commerciales de Stryker avec les politiques et initiatives de soins de santé du Québec. Orientation législative et réglementaire : Formuler des stratégies législatives et réglementaires qui s’harmonisent avec les priorités de l’entreprise tout en respectant les règlements et l’environnement législatif spécifiques du Québec en matière de soins de santé. Établissement de relations : Établir et entretenir de solides relations avec les principaux décideurs et intervenants de l’industrie au Québec, en tirant parti des connaissances et des réseaux locaux. Rapport et présentations : Préparer et fournir des rapports concis sur le paysage politique, social et économique au Québec et dans les provinces de l’Atlantique qui sont pertinents pour les équipes de direction commerciales et canadiennes. Développement de la stratégie : Collaborer avec les gestionnaires de produits commerciaux pour favoriser le développement et la mise en œuvre de stratégies d’accès au marché, en adaptant les approches à des dispositifs médicaux ou à des domaines thérapeutiques spécifiques. Cela comprendra collaborer avec des équipes interfonctionnelles pour évaluer les scénarios de remboursement et contribuer aux efforts de commercialisation des produits. Autres tâches selon les directives de la haute direction. 

Conduite et conformité

Exigences en matière de connaissances et de compétences

Excellente intégrité et capacité de respecter les échéances. Excellent sens de l’organisation et capacité de prioriser les tâches au moyen des meilleures technologies et des meilleurs outils. Solides aptitudes pour l’analyse, la rédaction et la communication, et maîtrise des outils et des méthodologies de recherche. Maîtrise du français et de l’anglais, maîtrise et compréhension approfondies du secteur des soins de santé et du paysage politique au Québec. Aptitudes efficaces pour la communication et la persuasion, capacité de se connecter à divers niveaux.Expérience avérée en collaboration et en réalisation interfonctionnelles.

Éducation et qualifications

Au moins un baccalauréat en sciences sociales, en administration des affaires ou en administration publique, ou dans un domaine connexe. Diplôme d’études supérieures de préférence. Au moins huit ans d’expérience en analyse de politiques, en recherche juridique ou dans un rôle connexe dans un secteur réglementé, des soins de santé ou de la défense des droits.Connaissance du processus politique et législatif au Québec en matière de soins de santé et fondement solide des techniques d’engagement des intervenants Capacité d’en apprendre davantage sur le processus par lequel le Règlement canadien sur les instruments médicaux est consulté et adopté. Les candidats internes ayant une combinaison équivalente de formation, d’expérience et de performance au fil du temps chez Stryker seront pris en considération.
