As an integral member of the Corporate Access and Privacy (CAP) Office in the Office of the City Clerk, you will support the City of Edmonton’s access to information program. The CAP Office is an environment of high productivity and requires members to move between tasks continuously or carry out multiple duties and responsibilities at the same time. Working in this environment requires you to be prepared for new and sometimes urgent tasks on brief notice.

In this role, you will be responsible and accountable for independently responding to access to information requests made under Alberta’s Freedom of Information and Protection of Privacy Act (FOIP Act) and other applicable legislation. Working in a team environment, the Corporate Access and Privacy Analyst uses their thorough understanding of legislation, decisions and Orders made by the Office of the Information and Privacy Commissioner (OIPC), City policy and applicable resources and office best practices to support making informed decisions on access to information. Reporting to the Supervisor, Information Access, the primary focus of this position is processing requests for access to information received under the FOIP Act. This position is responsible for working collaboratively with City departments to process requests and make decisions under the FOIP Act.

Duties of a Corporate Access and Privacy Analyst include:

Responsible for managing a large volume of access to information requests and making independent decisions on access while keeping FOIP applicants informed and updating leadership as required. Managing requests include, but is not limited to clarifying requests with applicants, records searches including reviewing records for responsiveness, assessing and issuing fee estimates, making recommendations regarding fee waiver requests, and determining what information to withhold and release in accordance with the FOIP Act Responsible for keeping requests in compliance with legislated timelines including requesting time extensions from the delegated FOIP Head (or designate) and OIPC Effectively liaising with internal and external parties when consulting on FOIP requests Overseeing FOIP requests at OIPC Review and working collaboratively with leadership and/or Legal Services in responding to OIPC Reviews and compliance with Inquiries Writing reports, updates and briefings to leadership on access matters Providing advice and training to business areas regarding FOIP request processes and procedures, presenting access to information topics at team meetings, and developing and delivering FOIP training and awareness sessions to educate City employees on the requirements of Part 1 of the FOIP Act Providing coverage for the Intake Coordinator When required, this position will support privacy activities in the CAP Team

Qualifications:

University Degree in Information Studies, Public Policy, Archives Studies, Library Studies, Political Studies, or a relevant discipline is required. Information Access and Protection of Privacy (IAPP) certificate or equivalent from the University of Alberta, a recognized post secondary institution, or a recognized professional association is required. Minimum of two (2) years of directly related, progressively responsible experience in the research, analysis, interpretation, and application of access and privacy legislation is required. Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position, there may be a cost associated with this requirement.

Knowledge, Skills and Abilities:

Experience processing access to information requests under Alberta’s FOIP Act (or equivalent legislation) Experience applying policies and procedures Experience performing research and analysis of written materials Excellent written and verbal communication skills Ability to meet deadlines and handle situations requiring diplomacy and tact High attention to detail Strong research and analysis skills Experience using electronic resources, systems, and applications; experience with Google Suite is an asset Good customer service skills Ability to manage multiple priorities.
