As a public body under the Freedom of Information and Protection of Privacy (FOIP) Act, the City of Edmonton has a legal and ethical duty to support the fundamental right of access and privacy.

As a Corporate Disclosure Analyst, you will have the opportunity to support the City of Edmonton's commitment to increase public transparency and access through expanded availability of City information.


The Corporate Disclosure Analyst supports legislatively compliant routine and proactive disclosure processes and opportunities for the City under the FOIP Act and other applicable laws.

This position is responsible for working collaboratively with internal and external stakeholders and must have excellent knowledge of Alberta's FOIP Act since the Corporate Disclosure Analyst is required to provide expert guidance and advice with respect to records and information that may be disclosed via routine disclosure requests in a compliant, accurate and timely manner.

Reporting to the Director, Corporate Access and Privacy (CAP), this position is responsible for the following:

  • Review, analyze policies and research-related results. Make decisions about the disclosure of information/records in the custody or control of the City within the formal FOIP request process and routinely
  • Independently confirm and manage the complexity, clarity, and scope of the routine request or disclosure under consideration
  • Responsible for the management and facilitation of internal and external consultations, including working with and guiding program areas and partners through the processes and making impactful disclosure decisions
  • Understand and utilize established City directives, policies, procedures, and best practices to help inform decisions
  • Collaborate independently with both staff and leadership program areas about opportunities for routine or proactive disclosures
  • Provide advice, guidance and recommendations to program areas regarding the routine disclosure process and internal policies, procedures, process etc. routine disclosures options and proactive disclosure considerations in compliance with the FOIP Act
  • Exercises independent discretion about the disclosure of the information assets of the City of Edmonton which may contain highly sensitive personal and confidential information
  • Collaborates with City staff and CAP leadership about opportunities for routine and proactive disclosure opportunities
  • Create and distribute CAP Office statistics and reporting to both internal and external stakeholders
  • Respond to inquiries from citizens, third parties and other internal and external stakeholders about the FOIP Act and routine disclosure opportunities as appropriate
  • Work with the Manager and the Access and Privacy Teams to consider impact of access to and disclosure of personal information
  • Facilitate and manage communications with a varying level of sophistication amongst a diverse community of third party partners
  • Primary content manager for the CAP Office websites and is responsible for web site management
  • Write reports, updates and briefings to leadership on FOIP matters
  • Participate and deliver FOIP training and awareness sessions to educate City employees on routine and proactive disclosures and on requirements of the FOIP Act
  • Given the increase in access to information requests received by the City, the Corporate Disclosure Analyst will be responsible for processing assigned formal FOIP requests under Part 1 of the FOIP Act, as required

Qualifications:

  • University degree in Information Studies, Public Policy, Archives Studies, Library Studies, Political Studies or a relevant discipline is required
  • Information Access and Protection of Privacy (IAPP) certificate or equivalent from the University of Alberta, a recognized post secondary institution, or a recognized professional association is required
  • Certified Information Privacy Professional (CIPP-C Designation)
  • Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position, there may be a cost associated with this requirement

Knowledge, Skills, and Abilities:

  • Demonstrated experience managing access to information requests and disclosures
  • Demonstrated experience managing and processing formal access requests under Part 1 of the FOIP Act
  • Demonstrated experience managing routine requests (informal) and disclosures in compliance with Part 2 of the FOIP Act
  • Excellent negotiating, problem solving and conflict resolution skills and demonstrated ability to manage escalated issues with a calm, solutionoriented focus
  • Demonstrated ability to provide expert advice on access to and disclosure of records/information in the public sector
  • Demonstrated ability to communicate verbally and in writing with a variety of audience
