As a public body under the Freedom of Information and Protection of Privacy (FOIP) Act, the City of Edmonton has a legal and ethical duty to support the fundamental right of the protection of privacy. As a Corporate Privacy Advisor, you will have the opportunity to support the City of Edmonton’s privacy program.

The Corporate Privacy Advisor will ensure strategic management of privacy breach and complaint case files, ensure corporate programs and services are designed in compliance with privacy legislation and principles, and provide corporate advice related to the protection of privacy. This position plays a key consultative role with other areas of the City.

Reporting to the Manager, Corporate Access and Privacy (CAP), this position is accountable for the following:

- Intake and triage privacy breaches and complaints from citizens, employees, third parties, or the Office of the Information and Privacy Commissioner of Alberta (OIPC)
- Take or direct steps to contain privacy incidents/breaches
- Draft and prepare notifications for the FOIP Head, Branch Managers, affected individuals, the OIPC, etc
- Conduct privacy breach investigations, including reviewing documentation, interviewing complainants, respondents and employees, and report findings and recommendations and risk mitigations to CAP leadership and affected areas in the City
- Negotiate, mediate and communicate with the OIPC on privacy breach investigations including providing guidance to City business areas on implementing OIPC decisions and recommendations
- Provide expert advice and guidance to business areas regarding the development and implementation of technical, physical and administrative safeguards via privacy consultations and privacy impact assessments (PIAs)
- Work with business areas in completing PIAs and make recommendations for approval including advice to the FOIP Head on when appropriate to seek concurrent from the OIPC
- Provide recommendations to business areas regarding FOIP Act responsibilities
- Respond to inquiries from citizens, third parties and other internal and external stakeholders about the FOIP Act
- Lead and facilitate meetings
- Maintain and evaluate statistics of privacy breach and complaint activities and report compliance to CAP leadership
- Writing reports, updates and briefings to leadership on FOIP matters
- Establish and monitor performance measures to appropriately identify successes and areas for improvement
- Participating and delivering FOIP training and awareness sessions to educate City employees on requirements of the FOIP Act
- While this position does not currently have direct reports assigned, this position will work collaboratively with the Corporate Privacy Advisor and provide guidance, advice and support to the Privacy Analyst position
- Responsible and accountable for covering duties (acting) of the Manager, Corporate Access and Privacy, as delegated, which includes support, guidance and advice to both access and privacy teams

**Qualifications**:

- University degree in library sciences, archival studies, information management, law or a related area of study is required
- Certification in information access and privacy or ability to obtain, such as the Information Access and Protection of Privacy (IAPP) certificate from the University of Alberta or Certificate Information Privacy Professional (CIPP-C Designation)
- 5 to 7 years of progressively responsible experience in a role related to privacy
- Experience conducting investigations, including interviewing and conducting investigative interviews
- Hire is dependent upon a Criminal Records Check satisfactory to the City of Edmonton and is a requirement of this position, there may be a cost associated with this requirement

**Knowledge, Skills, and Abilities**:

- Excellent negotiating, problem solving and conflict resolution skills
- Demonstrated ability to manage escalated issues with a calm, solution-oriented focus
- Expert knowledge of safeguarding information and proven experience maintaining confidentiality and privacy
- Demonstrated experience managing compliance with Part 2 of the FOIP Act
- Demonstrated ability to communicate verbally and in writing with a variety of audiences with preciseness and accuracy to support outcomes
- Demonstrated ability to interact, consult and guide program areas through process
- Demonstrated ability to commit to a high degree of accuracy and discretion
- Strong verbal and written communication skills, including presentation skills
- Demonstrated experience in the development and writing of reports and briefings
- Ability to write in a concise manner appropriate to the audience
