This position will work closely with project staff to develop and implement engagement and communication processes with Indigenous communities and groups, and will provide expert support to the development of various regulatory submissions for major projects, including preparing and reviewing environmental impact assessments. The Indigenous Engagement Officer will bring a Corporate Indigenous Relations perspective to project teams and will support various initiatives and strategies to enhance relationships and Indigenous engagement processes.

Responsibilities:

Prepare, review, and update Indigenous engagement and communication plans as well as communication materials and technical reports for submission to regulatory agencies to meet regulatory and external Indigenous engagement requirements. Prepare portions of environmental assessment reports for submission to regulatory agencies, including undertaking valued component selection, valued component effects assessments, and determining relevant mitigation measures to reduce impacts with consideration of these factors as seen through an Indigenous lens. Lead and/or collaborate with and provide expert advice to other Divisions and Business Units in the design and implementation of engagement/communication initiatives with Indigenous communities and groups. Provide advice and assist in and/or lead activities related to engagement events, environmental assessments, and the regulatory approvals for various major projects as it pertains to Indigenous communities and groups. Develop and distribute engagement and communication materials to Indigenous communities and groups for major project engagement processes. Liaise with Indigenous communities and groups through major project engagement processes. Maintain/track engagement and communication information in digital databases. Conduct research related to best practices in impact assessment and building creative and innovative mechanisms to help build deeper collaboration, consensus, and find new ways of working together with Indigenous communities. Prepare, review, and edit briefing materials, reports, correspondence, and other materials for internal and external audiences. Participate in internal and external multi-disciplinary project teams.

Qualifications:

A four-year degree from a university of recognized standing in related discipline including Environmental Studies, Social Sciences, Resource Management, Natural Sciences, or related specialty with five years of directly related experience.

OR

A two-year diploma in Natural Resources Management or related discipline from an institute of recognized standing with a minimum of seven years of directly related experience. Experience with implementing an Indigenous engagement plan as part of an environmental assessment process for major projects such as transmission or other linear developments. Experience with Indigenous engagement and communication processes, including making presentations, facilitating events, and responding to inquiries. Experience in authoring sections of an environmental assessment related to biophysical, socioeconomic, or engagement Knowledge of environmental regulatory processes, particularly those associated with the Manitoba Environment Act, and other regulatory requirements for project development as they pertain to Indigenous engagement. Ability to solve problems and make decisions as part of a project team working with budgetary and schedule constraints. Experience working with Indigenous peoples, particularly in Manitoba, is an asset. Possess experience building collaborative and joint processes aimed at mutually beneficial outcomes. Self-motivated, task oriented individual capable of meeting deadlines, multi-tasking, and managing shifting priorities while working with a minimum of supervision. Available to travel and work in a variety of environments – office, project sites. Possess strong computer skills and specifically working knowledge of Microsoft Office word processing, spreadsheets, database, and presentation programs. Possess and maintain a valid Province of Manitoba Class 5 Motor Vehicle Driver's Licence.
