Job Summary

This position is responsible for leading cross-functional teams to systematically translate data analytics and other tools into business and technical improvements for the organization. The successful candidate will lead a technical resource team to optimize treatment processes, asset performance, and reliability of new and existing critical assets.

Key Responsibilities
  • Oversee the optimization of branch processes to ensure compliance and sustainability to meet corporate energy initiatives and cost efficiencies.
  • Lead stakeholder engagement and processes for branch capital project delivery.
  • Coordinate asset reliability needs through infrastructure management and capital improvement projects.
  • Lead system optimization and asset performance to ensure reliability across the branch for regulatory and performance excellence and cost effectiveness.
  • Facilitate, promote, develop, and maintain the work program for business and continuous improvement to support branch and department outcomes.
  • Develop and coordinate the implementation of water and wastewater quality monitoring programs.
  • Manage the development and implementation of Computerized Work Management System (CWMS) maintenance auditing programs for the branch to ensure data and information gathering is followed.
  • Manage the development of CWMS policies and work planning/scheduling processes, procedures, job plans, and workflow processes to ensure quality standards and legislative requirements are met.
  • Manage engineering and asset management consultants and feasibility/functional studies and projects for water and wastewater infrastructure and quality programs.
  • Manage and provide support for data analytics programs to support the identification and implementation of optimization projects.
  • Oversee the development, advancement, and operation of the 24/7 Remote Operations Centre function; determine technology and resource needs and best industry practices for efficient operation.
  • Oversee the locating of sub-surface water and wastewater assets through locate requests.
  • Oversee the Instrumentation Team; determine technology and resource needs and best industry practices for efficient operation.
  • Monitor project expenditures and budgets and prepare year-end carryovers and accruals.
  • Continually monitor expenditures to ensure compliance to budget and the effective and efficient use of resources.
Qualifications
  • Successful completion of a University Degree in Civil, Mechanical, or Chemical Engineering or related field or approved equivalent combination of education and experience.
  • Demonstrated knowledge of relevant Legislation, Standards, Acts, and Regulations.
  • Sound knowledge of municipal water, wastewater treatment, collection, distribution system management, and operations techniques, and complex hydraulic systems including pumping, piping, valving, etc.
  • Satisfactory Police Criminal Background Check.
  • Demonstrated ability in the Region's leadership and corporate core competencies.
  • Supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, labour relations principles and practices, and relevant employment legislation.
  • Demonstrated skills in leading advanced statistical data analysis projects, database design, and report writing.
  • Excellent interpersonal skills and ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships.
  • Ability to travel to offsite locations, as required.
  • Ability to work outside regular hours, as required.
