Position Information Position Number S00671 Position Title People Services Associate Division/Portfolio People Services Department/Program People Services Location Kelowna Other Flexible Work Options Eligible for Hybrid Work Your Opportunity Under the limited direction of the People Services Business Partner, the People Services Associate is responsible for providing confidential operational support and providing procedural guidance of a routine and complex nature to the College community relating to staffing actions and recruitment, in compliance with legislation, collective agreements and College Policy. Associates are responsible for administering the staffing process and for accurately compiling, documenting, entering and updating all employment-related staffing actions from initial hire to cessation of employment into the Human Resources Information System (HRIS); this includes analyzing the staffing action for the effect on individual employee benefit and leave eligibility and accurately processing those changes, ensuring data integrity. The Associates are also responsible ensuring that the processes relating to recruitment activity are carried out efficiently and effectively. The People Services Associate participates as a member of the People Services team, which is responsible for providing quality customer service to candidates, employees, managers, union representatives, external agencies and other members of the Okanagan College community. Functions and Duties 1. With the support of the Business Partner analyses, reviews and processes requirements for all employees such as appointment contracts and offer letters; verifies or calculates salary placement, increment dates, seniority, probation/trial periods, vacation and sick leave and benefit entitlements based on collective agreement and policy language.

2. Administers employee status changes including various leaves without pay, resignations, and terminations by acknowledging the status change and notifying the employee of the impacts of the status change on the employee’s benefits, leave accruals, seniority etc.

3. Ensures all work reflects the need to actively support the College’s commitment to advance equity, diversity, inclusion and social justice practices at the College to maintain a fair and inclusive work environment and that the standards of accessibility established by the College are reflected in recruitment practices.4. Provides advice, support and direction to clients on document requirements, staffing processes and technical advice on automated processes in order to accurately administer staffing actions; providing training to clients, as needed.

5. In collaboration with others both within People Services and external departments, participates in the resolution of staffing issues with respect to employee changes and salary and benefits administration.

6. Verifies and inputs appointment information such as employee data and salary information in the HRIS; maintains personnel files and other employment records and updates tracking systems as required.

7. Under the guidance of the Pension & Benefits Coordinator, completes enrollment for new employees in the applicable pension plan, liaising with the Pension & Benefits Coordinator to ensure employees are enrolled in the correct plan.

8. Administers Health & Welfare benefits by determining eligibility and enrolling employees with insurance carrier and assists in the resolution of claim and enrollment matters; communicates with benefit providers to confirm, adjust and verify changes in benefit coverage.

9. Reviews approved employee leave requests to adjust benefit and leave entitlements and processes the leave or follows up with the approving manager.

10. Responds to inquiries from managers, employees, and the general public on a variety of questions; provides advice and guidance on routine collective agreement interpretations, conditions of employment and policies of the college.

11. Under the direction of the Business Partner and in collaboration with the other Associates drafts Standardized Operating Procedures (SOP’s) and reference materials for internal use; as needed, provides orientation and hands-on training to new staff on People Services policies and procedures and on accessing and using human resource systems, electronic files and software programs.

12. Prepares employment verification letters and responds to financial institution queries.

13. Assists the Business Partner with the recruitment processes, including administrative, data entry and verification activities, as necessary.

14. As directed by the Business Partner, processes recruitment related activities/tasks for approval in accordance with the College’s procedures.

15. Responds to end-users’ inquiries related to OC’s on-line recruitment system.

16. As needed, generates confidential reports pertaining to People Services functions and specific issues.

17. Performs other duties as assigned.

Education and Experience A two-year Diploma in Human Resource Management is required. A minimum of four years of progressive work experience in a similar or related position performing complex activities in one function/program and/or supporting multiple functions/programs is required. Or the equivalent combination of education and experience. Experience in a unionized environment is preferred. Skills and Abilities • Excellent computer skills with proficiency using the Microsoft Office suite, HRIS and similar complex databases.
