Senior Clinical Applications Analyst

Within a client service culture and the context of a shared services initiative between Vancouver Coastal Health (VCH) and Providence Health Care (PHC), the Senior Clinical Applications Analyst leads and/or conducts the planning, stakeholder engagement, analysis, design and implementation of new clinical application functionality within time and budget constraints. Leads or implements enhancements to existing clinical applications and ensures that systems meet the needs of users through continuous quality improvement techniques. Implements, evaluates and revises internal and external business processes in collaboration with VCH customers, IMIS staff and vendors. Plans, develops, implements and evaluates educational programs to meet the learning needs of the clinical computer users. In collaboration with the other IMIS team members, leads or participates in the testing of new or existing functionality. Performs project leadership duties, and coordinates resources to meet operational sustainment needs and project goals, under direction of the Team Coordinator/Regional Manager.
Duties/Accountabilities:
1.Leads and/or conducts process analysis groups and/or feasibility studies with end users and vendors to identify and evaluate user requirements. Develops alternatives and recommendations including scope and implications of applying new or existing functionality and processes to the clinical domain.
2.Develops and/or assists in the development of project charters, work plans, task sequencing and time schedules.
3.Develops project plans, resource requirements, timelines and cost estimates from feasibility through handoff to sustainment by methods such as using a broad based understanding of business processes and interdependencies, estimating work required, determining work sequence, assigning tasks to team members and creating a viable work plan.
4.Oversees and provides work direction to assigned project resources, operational sustainment staff and contract resources by assigning tasks, setting priorities, and re-assigning work when necessary; works with Coordinator/Regional Manager to ensure staff have adequate technical and other training to perform their duties. Provides guidance and/or training to staff as needed and mentors staff in techniques of clinical stakeholder engagement, project co-ordination, workflow analysis, application design, testing, implementation, application deployment and training.
5.Participates in the preparation of RFI/RFP documentation and participates in vendor evaluation and selection, as required.
6.Works collaboratively with users and uses change management techniques in defining, implementing and documenting changes in user processes; testing and implementation plans; and detailed documentation of application setup and usage.
7.Ensures development, documentation and execution of test plans including unit, end to end, integration and volume testing.
8.Develops training and user orientation strategies; training materials; quick reference manuals and training delivery, and collaborates with relevant stakeholders to ensure consistency and conformation to organizational standards.
9.Develops communication strategies and materials for new or changed application implementation.
10.Provides 3rd Level end user application support including troubleshooting, identifying options and implementing appropriate solutions; maintains communication with end users and IT staff; documents incidents, new user orientation programs and provides remedial education.
11.Provides input to the development of policies and procedures.
12.Maintains currency in technical and business skills by methods such as researching the Web and trade journals, meeting with vendors and networking with outside agencies.
13.Ensures a safe and healthy workplace for patients/clients and staff through methods such as effective orientation, training, promotion and monitoring of safe work practices and enforcement of health and safety requirements. Reports unsafe situations; investigates and takes corrective action and/or notifies appropriate personnel.
14.Performs other related duties as required.
Qualifications:
Education & Experience
•Graduation from a recognized degree or diploma program in Computer Science or Health Informatics, four years’ recent related experience, or an equivalent combination of education, training and experience.
Knowledge, Skills & Abilities
•Ability to organize work.
•Ability to communicate effectively both verbally and in writing.
•Ability to deal with others effectively.
•Physical ability to carry out the duties of the position.
•Ability to write programs in a variety of programming languages.
•Ability to operate related equipment.
