If you answered yes, our Pinawa, Manitoba location is looking to fill the role of Indigenous Engagement Officer. The Indigenous Engagement Officer works closely and collaboratively with Indigenous Relations managers and advisors, and with other Canadian Nuclear Laboratories (CNL) departments, to support the delivery of the corporate-wide Indigenous Relations program. The Indigenous Engagement Officer schedules, creates communications content for, actively participates in and/or leads, and records the outcomes of CNL engagement activities with Indigenous communities and organizations (ICOs). The Officer also tracks the progress of CNL commitments made to ICOs; tracks activities related to memoranda of understanding and relationship agreements; and leads the development of the Indigenous engagement sections of regulatory and other reports and engagement plans. What will you be doing?

Engagement with Indigenous communities and organizations:

Communicating with ICOs to share relevant project information, updates and disclosures through email, phone, in-person meetings, and at events; respond to enquiries or escalate to Indigenous Relations advisor or manager. Scheduling and arranging engagement activities, facilitating logistics, and creating agendas. Creating communications content as required and coordinate the consolidation of content required from other CNL departments.

Record keeping and tracking for Indigenous engagement:

Recording outcomes of engagements; track actions follows up on progress with those assigned to complete the actions. Coordinating tracking, disposition and fulfillment of CNL commitments to ICOs generated through engagement interactions, document review and formal interventions. Tracking activities related to memoranda of understanding, relationship agreements and other agreements as well as community-specific engagement and communications strategies.

Reporting on Indigenous engagement activities:

Ensuring all interactions with representatives of ICOs and related pertinent information are documented and filed per CNL corporate record requirements and as required by project permitting and regulatory licencing. Leading and/or contributing to the development of Indigenous engagement sections of regulatory and other reports and plans. Coordinating the verification by ICOs of CNL reporting on Indigenous engagement activities.

Support the delivery of the corporate-wide Indigenous Relations program:

Advising CNL colleagues on the importance of incorporating sufficient time for progress on Indigenous related commitments and related considerations into broader planning, scope and schedule for project activities. Working closely and collaboratively with other CNL personnel involved in Indigenous and public engagement to promote alignment of strategies and approaches across CNL and advance corporate efforts towards reconciliation. Providing Atomic Energy of Canada Limited (AECL) with timely notice of planned Indigenous engagements and updates on outcomes of engagement activities; escalate potential or realized issues or concerns to Indigenous Relations advisor and manager. Other related duties as assigned by your manager.

What we are looking for:

Someone who has the ability to:

Connect and promote collaborative engagement with a variety of Indigenous communities, organizations and representatives in a culturally appropriate way. Understand traditional use studies and their meaningful consideration and integration in projects and operations. Use strong interpersonal and oral and written communication and presentation skills, including the ability to demonstrate tact and diplomacy when dealing with issues, conflicts or negotiations. Communicate complex technical/scientific/environmental information to lay audiences in clear, understandable language. Demonstrate strong organizational, data management and time management skills, with the ability to work under pressure and meet deadlines. Demonstrate knowledge of current best practices in Indigenous engagement, issues affecting Indigenous communities, and Canada's history with Indigenous peoples. Have valid driver's license.

Experience:

Three (3) to five (5) years' experience working in Indigenous relations in a communications or engagement capacity. Experience working in Indigenous communities. Experience working on a multidisciplinary team is an asset. Knowledge of MS Office Suite.

E ducation:

Post-secondary degree in a relevant area of study such as communications and/or Indigenous studies and/or environmental sciences.

Security Eligibility Requirement:

Reliability Status with Site Access Security Clearance (SASC) which has a minimum requirement of three (3) years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat "Standard on Security Screening" and the "Policy on Government Security".

Working Conditions:

Work sitting/standing in front of a computer screen for most/all of the workday. Some travel may be required. Project and community site visits which includes walking the land and natural spaces with varying typography including rough terrain, hills during all seasons and weather. Hybrid position requiring work from an ergonomically sound home office with internet service that facilitates access to CNL programs and files, from a CNL office, and off-site in Indigenous communities and other locations.
