Under the general supervision of the Director, Commercial & Air Service, the Senior Manager Air Service Development is responsible for the planning and execution of strategies and senior level airline engagement to retain and expand air service. The incumbent also develops and executes short and long-term domestic and international air service development strategic objectives, key initiatives and tactical plans for air service expansion and retention.

This position is also responsible for negotiating significant financial and incentivized agreements with senior level airline executives concerning new or expanded air service which drives airport aeronautical and non-aeronautical revenue. Classification Summary - Union Duties - Union Results and Activities - Non union 1. Strategic Planning Develop and execute short and long-term domestic and international air service development strategic objectives with the overall goal of growing YLW’s passenger traffic and revenues Perform data-driven research and analysis to support the strategic plan for air service development Study air service trends and developments at other competitive airports in the service area Identify target markets and suitable airlines for new or increased service (passenger and air cargo) 2. Marketing & Promotion Develop compelling business cases and make presentations to senior level airline executives and business and community leaders on strategic air service initiatives Conduct outreach to educate and influence target audiences about the positive economic impact of additional air service Conduct research to identify air passenger and cargo wants and needs in the region and assist with planning marketing programs that strengthen, promote and enhance the Airport’s air passenger and cargo services Actively participate in external organizations and on external committees to promote YLW’s brand and gain awareness and acceptance of airport strategic goals 3. Stakeholder Relations: Research and apply appropriate business protocols while conducting outreach, education and business development activities Identify and build relationships with key internal and external stakeholders such as airline officials, community organizations, business entities, and relevant regional associations Resolve problems encountered during daily operations and determine resolution in relation to air service Act as liaison with Federal, Provincial, and local governments, and other agencies boards and committees to gain resources, information and data or financial support air service attraction

Business Operations: Maintain awareness of airport capacities and the YLW Airport Master Plan Negotiate agreements with airline executives and business leaders concerning new or expanded air service Develop and manage the air service marketing incentive program Coordinate and prepare reports and correspondence in response to requests for information from the YLW leadership team 5. Manage Budget: Signing Authority Limit: $200K Who has final spending authority: Airport CEO Credentials - Union Knowledge - Non Union Knowledge: University degree in Aviation Management, Business Administration, Finance, Economics, or a related field supplemented by a minimum of seven years progressive related experience in an airport, airline, consulting, or other aviation related role. Knowledge and understanding of commercial aviation trends, principles and practices of aviation market research and analysis, airline network planning, various airline business models, and other elements of commercial aviation. Experience developing air service agreements for an airport or an airline. Equivalent industry skills, knowledge and experience is acceptable. An understanding of Federal and Provincial funding programs would be considered an asset.
Revenue Contributory – Promote, market, and execute strategies to retain and acquire air service.Operations Contributory –Encourage air service, liaise with Airport Operations to identify and mitigate operational issues, and provide input for service and traffic forecasting Skills & Abilities - Non Union Skills & Abilities: Proven ability to build partnerships with internal stakeholders, community leaders, senior airlineofficials, and governments to market and promote short and long-term domestic and international air service strategic objectives. Excellent interpersonal and teamwork skills.Ability to establish and maintain relationships and community/business outreach initiatives to enhance the Airport’s air passenger and cargo services. Professional work ethic, politically astute, effective communicator and negotiator, effective relationship builder, decisions, analytical problem solving, report analysis, conceptualization, computer and business writing.
