The Provincial System Support Program (PSSP) at the Centre for Addiction and Mental Health (CAMH) works with communities, service providers, government, and system partners, including Ontario Health's Mental Health and Addictions Centre of Excellence (CoE) to move evidence to action and create sustainable change in Ontario’s mental health and addictions system. With expertise in implementation, knowledge mobilization, evaluation, equity, lived experience engagement, and data management, PSSP is on the ground across the province, collaborating with a wide variety of health and social care partners to build a stronger, more equitable and more accessible mental health and substance use care system.

PSSP’s health equity and engagement portfolio drives the advancement of equity, anti-racism, anti-oppression and meaningful engagement internally and across the Program’s projects and initiatives. The team applies a range of tools, resources, and capacity development to strengthen our equity and engagement impacts. This portfolio fosters reciprocal partnerships with key equity–related stakeholders, and shares innovative approaches and emerging practices to advance equity and engagement work at the system level and across sectors.

Position Description

PSSP is seeking a full-time, permanent Consultant, Equity Practice, to work as part of the Equity and Engagement team. The primary role of the Consultant, Equity Practice will be to provide skilled leadership and equity expertise across projects and portfolios, and build capacity externally and internally on health equity strategy and practice. The Consultant, Equity Practice will lead the development of work plans, resources, tools, and capacity development to enable the application of health equity and lived experience analysis, and evidence-informed equity practices across PSSP’s projects and initiatives to centre anti-racism and anti-oppression in system change.

The Consultant, Equity Practice will be at the forefront of current equity practices with a particular focus on both community-based equity work as well as system-level initiatives across the mental health and substance use landscape and related sectors. The Consultant, Equity Practice will have excellent verbal and written communication skills, expertise in adult learning principles, along with a passionate commitment to ensuing equity practices are rooted in evidence, including the wisdom, analysis and expertise that comes from equity deserving communities, such as people with lived experience of mental health and addictions challenges, and intersectional forms of structural marginalization.

The successful candidate will have a proven track record in developing and leading organizational change initiatives related to health equity and engagement, and will provide project leadership to various equity initiatives in support of the advancement equity, anti-oppression and anti-racism across the Program’s system level projects, internal practices and culture. The successful candidate will be a key player in advancing the integration of equity and engagement strategy and practice across PSSP’s portfolios, namely knowledge mobilization, implementation, evaluation and data management, while expanding equity-specific capacity development across the Program.

Responsibilities

Provides project leadership, work plan development and content expertise for PSSP’s equity-focused projects and initiatives Works with managers and project teams across portfolios to integrate and apply equity and engagement best practices into strategies, work plans, and activities to meet the unique needs of equity deserving communities and improve equitable outcomes. Leverages the expertise of PSSP’s Equity and Engagement team by consulting on equity frameworks, approaches, and best practices, diverse forms of evidence, including knowledge from equity-deserving communities, lived and living experience, and various academic disciplines grounded in critical theories. Promotes the integration of an equity analysis within the use of continuous quality improvement as an essential component of implementation and evaluation practices. Coaches teams in the development and monitoring of robust and feasible equity-specific goals and desired outcomes within implementation and evaluation plans including a focus on sustainability that recognizes PSSP’s limited role as a backbone support. Develops and implements an annual work plan to meet internal goals for building and maintaining foundational equity knowledge as well as programmatic goals related to improving PSSP’s equity and engagement practices. Leads the development and delivery of virtual and in-person presentations and training for internal and external audiences, to support coordinated efforts to center equity and anti-racism/anti-oppressive theories, frameworks, and actions; leverages partnerships to invite expert speakers to give presentations and/or learning workshops to staff and leadership. Leads the development and use of tools to support the incorporation of equity practices rooted in anti-racist, and anti-oppressive principles in PSSP’s project work. Collaborates with Health Equity Specialists and other staff from across PSSP to ensure a consistent approach to the application of equity practice that is rooted in anti-racist, and anti-oppressive principles. Designs and implements a standardized reporting process to capture equity and engagement actions, goals, and outcomes across PSSP’s projects and initiatives, with a view of continuous improvement and learning. Seeks opportunities to contribute to the emerging body of knowledge/evidence in equity and engagement (e.g. submission of peer-reviewed journal articles; development of, and participation in, equity grants; partnership with stakeholders holding equity expertise, etc.).

Creates and maintains working relationships with other equity teams, organizations and networks to share information and seek opportunities for collaboration and shared innovation.

Minimum Requirements

The successful candidate will have:

A Master’s degree in health sciences, health policy/administration, public health, social work, women and gender studies, mad studies, disability studies or a related field from a recognized institution. Minimum seven (7) years’ experience working in the health sector driving equity-focused change efforts (experience in other sectors will be accepted) Minimum two (2) years’ leadership experience in the health sector. Advanced content expertise in health equity and engagement, and issues related to structural, systemic, and institutional racism and oppression, with a proven track record of engaging others in open, meaningful and productive dialogue about equity, anti-racism, and anti-oppression. Advanced knowledge of health equity models and frameworks, including community engagement, cultural safety, anti-racism, anti-oppression, and others. Demonstrated experience centering knowledges from Indigenous communities and communities of the Global South. Experience using primary or secondary qualitative and quantitative data sources to highlight equity gaps and identify solutions and strategies in health or social service delivery settings. Demonstrated experience leading project and / or strategic planning processes and supporting organizational and programmatic change initiatives in a health system or point of care setting. Demonstrated ability to provide guidance and leadership to steering committees, advisory circles, and other types of governance structures. Experience leading equity analysis in large-scale system change initiatives within the health system, including leading teams with system change initiatives through facilitation, problem solving, decision-making, and conflict resolution. Demonstrated experience in building and maintaining stakeholder relationships with government, community agencies and system partners; exceptional ability to build and strengthen relationships with people from diverse cultural and social backgrounds. An excellent collaborator; effective at building strong internal/external relationships, networks and partnerships, while managing stakeholder expectations and risks. Ability to think strategically and critically, to promote collaboration and change management, and to embed equity practices across system change projects and initiatives. Effective facilitation, persuasion and negotiation skills to achieve consensus, resolve conflict and achieve desired outcomes. Demonstrated experience engaging marginalized communities, adults, youth, and families with lived experience of racism and other intersecting forms of oppression in a mental health/substance use context. Equivalent experience in another sector will also be accepted. Excellent interpersonal, communication, coaching and mentoring skills coupled with the ability to work effectively as part of a team, and ability to work independently. Bilingualism (French/English) and/or proficiency in a second language is an asset. Experience in a clinical setting is an asset.
