Position Overview

The Southeast Resource Development Council Corp. (SERDC) Social Development Advisor is responsible for providing advisory services by assisting the First Nations Income Assistance Administrators in the development, implementation, and delivery of targeted social development programs. The candidate will also assist persons living on reserve lands in maintaining a basic standard of living by reducing dependency on income assistance, developing individual and family strengths and assisting persons to access services to enhance their ability to assume primary responsibility for their own affairs.

Duties and responsibilities

Assist leadership and senior staff in recognizing program needs and practices required to administer the Social Development program effectively and within the policy and procedures outlined by Indigenous Services Canada (ISC). Provide ongoing, one-to-one guidance and support to Income Assistance Administrators (IAA) on all aspects of Social Development program implementation and delivery. Create a spirit of teamwork and cooperation with IAAs to facilitate social development training experiences and workshops. Develop teaching materials and other resources for social development program delivery. Review financial statements to determine the level of program compliance b verifying the accuracy and monitoring discrepancies of expenditures/disbursements and reimbursements as part of the pre-compliance process. Support IAAs to remit timely, accurate, comprehensive financial and statistical reports to funding agencies as required. Seek and engage a variety of funding agencies that sponsor empowering activities for Income Assistance clients in education, training, and occupational events. Liaise with provincial and federal social development organizations regarding mutual agreements, information sharing, and changes to policies and practices. When requested, assist communities in being accountable to the Government of Canada and to the community by ensuring the ISC Social Development policies and procedures have been adhered to. Conduct policy analysis of provincial and federal income assistance policies to develop a reasonably comparable Social Development program on reserve. Assist IAAs in locating community resources which may include legal, medical, financial, housing, employment transportation, daycare, and other services. Liaise and maintain contact with other social service agencies to provide information and obtain feedback on Social Development programs and services. Assist with the provision of documentation for the transfer of funds for: approved pre-employment, life skills, training components, work projects, assist in the development of projects/proposals for submission to funders. To demonstrate and promote the effectiveness of the social development program, actively participate in working groups related to social development, attend meetings as required, and network with MB Region Tribal Councils, Independent First Nations, and other Indigenous Service organizations.

Requirements

Completion of a college or university program in Social Work or related discipline and/or a combination of five (5) years of related experience in Social Development working in or with First Nations. In-depth knowledge of the Manitoba provincial Employment Income Assistance program and the current Federal On-Reserve Income Assistance Program policies and procedures for the Manitoba Region. Knowledge and understanding of budgets and financial information. Capable and excellent understanding and application of MS Office programs. Excellent verbal and written communication skills. Must demonstrate attention to detail and organizational skills and enjoy working in a team environment as well as independently. Strong analytical, problem-solving, and time management skill set with the ability to meet deadlines. Capable of taking initiative and following through to continuously improve internal processes when identified. Must demonstrate reliability, responsibility, and dependability, in fulfilling obligations in an effective, efficient, and timely manner. Demonstrated group facilitation abilities and strong analytical skills. Current CPR and First Aid. The ability to speak Ojibwe is an asset.

Working conditions

Must have access to a reliable insured vehicle and valid Manitoba Driver’s License. Generally, work in an office environment – fast paced and busy at times. Work a standard work week of 40hrs. Additional hours beyond the standard regular hours of work may be required.

Physical requirements

Overall, Strength Demands: Medium strength demands include exerting 20-50 pounds occasionally, 10-25 pounds at times, and or up to 10 pounds some of the time. Repetitive desk tasks in an at times fast paced/busy environment. Computer Equipment and Software: Computer, fax/copier machine, calculator, telephone, and scanner. Communicate any major concerns associated with the Social Development program to ISC. Provide ongoing updates to SERDC Senior management via monthly reports. Undertake other related tasks as assigned.
