Project Overview:
Bechtel Infrastructure will work in a Delivery Partner role within an integrated team with the customer organization for a Subway Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by three key PPP Contractors and multiple advanced early works (EAW) packages Contractors. Bechtel form a key component of the overall Integrated Project Delivery team (comprising the customer, MX; the Technical Advisor, and Bechtel as the Delivery Partner).
Job Summary:
This role supports the Assurance Manager in the management of the Fire and Life Safety (F&LS) requirements for the Ontario Line designs undertaken by the various design and delivery contractors. Working as part of a multi-disciplinary team, the F&LS Manager is required to combine their technical experience and knowledge for the management of fire hazards analysis, risk assessments, fire separation criteria, tenability analysis, smoke control, paths of egress and fire protection and detection systems design by the various design and delivery contractors for mass transit railway systems, lineside facilities & assets and OMSF for all the rail system types. The role requires ensuring compliance with fire safety regulations, standards, and procedures throughout all phases of the rail project and supporting the Assurance Manager in managing and delivering the F&LS design in accordance with the Programme and the requirements of the IPDT, establish regular meeting and reporting cycles for managing, organizing, and assuring the design. Coordinate and monitor the various design and delivery contractors, highlighting performance to plan. #LI-JL1
Major Responsibilities:
- Plan, coordinate, manage and monitor the review of F&LS design deliverables including hazard and risk logs produced by the various design and delivery contractors.
- Coordinating, facilitating, and managing the Fire & Life Safety interfaces, including 3rd party access and approvals between the contractor and other parties both internal and external.
- Develop and implement comprehensive fire safety plans in accordance with local, national, and industry standards.
- Conduct thorough risk assessments to identify potential fire hazards and vulnerabilities in project design, construction, and operation phases.
- Collaborate with project stakeholders to integrate fire protection measures into project plans, specifications, and procedures.
- Review and evaluate fire protection systems, including fire detection, suppression, and evacuation systems, to ensure functionality and effectiveness.
- Monitor construction activities to verify compliance with fire safety requirements and standards.
- Conduct periodic site inspections and audits to assess fire safety performance and identify areas for improvement.
- Maintain up-to-date knowledge of fire safety regulations, codes, and best practices applicable to rail projects.
- Prepare reports, documentation, and presentations on fire safety performance, trends, and compliance status for project management and stakeholders.
- Manage and monitor the various design and delivery contractors F&LS performance with relation to schedule and cost control.
- Coordinating the review and acceptance of the various design and delivery contractors F&LS design documents.
- Review changes or deviations in F&LS design scope, material quantities, budget, or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment.
- Assess developed emergency strategies & plans covering emergency response, firefighting, and evacuation.
- Able to use available fire engineering computer programs including dynamic modeling tools for fire and smoke analysis.
- Ensure the buildability of the proposed F&LS design and suitability of materials.
- Coordinate with Contracts Department and Construction teams for supporting the pre-construction and procurement process.
- Provide guidance for assured design quality and compliance with the client’s requirements, design guidelines, statutory requirements, local and international codes, standards and norms, and international standards of independent firms that are carrying out the detailed design
- Support the Ontario Line Project Independent Safety Assessor’s (ISA) review & coordinate the activities of and the resolution and closure of observations raised.
- Undertaking reviews of contractor handover plans.
- Champions the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project or program.
- Take personal responsibility to ensure your own and others’ health and safety – including those who may be affected by the delivery of this role.
- Co‐operate in all matters relating to health, safety and environment, including following safe working procedures at all times and not deviating from agreed safe system of work.
- Advocate, promote and engage Bechtel’s health, safety and environmental policies and initiatives.
Education and Experience Requirements:
- Degree or postgraduate qualification in Fire Protection or Mechanical Engineering from an accredited university or equivalent qualification.
- Minimum of 13+ years progressive experience in delivering F&LS design efforts including management of 3rd Party designers with a minimum of 2 large infrastructure projects, Aviation or Rail project experience.
Required Knowledge, Skills, and Abilities:
- Experience in managing the design/installation/operation/maintenance of F&LS design for mass transit rail stations, OMSF and associated facilities/assets.
- Understand basic construction practices and the economics involved.
- Experience in both design-build and design-bid-build forms of procurement with contractors and consultants.
- Good working knowledge of the US National Fire Protection Association (NFPA) standards, in particular NFPA 101 and NFPA 130 and all related and sub referenced F&LS standards.
- Thorough knowledge of discipline engineering techniques, the design of engineered systems and design calculations.
- Knowledge of current computer applications including dynamic modelling tools for fire and smoke analysis and appropriate knowledge of CAD (both 2-D and 3-D) e.g AutoCAD, MS Word and Excel for managing design reviews.
- Professional certification in fire protection engineering (e.g., CFPS, PE) is highly desirable.
- Demonstrated leadership abilities, including experience leading fire safety teams or initiatives.
- Strong English language communication and report writing skills.
- Ability to prepare clear strategic planning procedures and user-friendly templates to assist entities in undertaking forward, strategic planning.
- Knowledge of Microsoft Office and Adobe Design Suite software programs and have the ability to prepare reports.
- Must have excellent interpersonal skills, be a team player and have a knowledge sharing approach.
- Will have consultancy experience.
- Ability to solve problems by thinking laterally and be able to understand the needs and requirements of the client, and entities – in order to provide planning / design / feasibility solutions in a multi -disciplinary / multi - sectional context.
- Must be able to work within a multi-disciplinary, multi-cultural team and manage challenging multi-cultural relationships across a range of entities.
- Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers.
