RESEARCH INSTITUTE OF THE MUHC
The Research Institute of the McGill University Health Centre (RI-MUHC) is a world-renowned biomedical and hospital research centre. Located in Montreal, Quebec, the Institute is the research arm of the McGill University Health Centre (MUHC) affiliated with the Faculty of Medicine at McGill University. The RI-MUHC is supported in part by the Fonds de recherche du Québec - Santé (FRQS).

Position summary
The Institute of Circulatory and Respiratory Health (ICRH) is one of the thirteen virtual institutes of the Canadian Institutes of Health Research (CIHR). It is based out of The Research Institute of the McGill University Health Centre in Montreal.

ICRH has a broad mandate and supports strategic research activities that engage research teams from multiple institutions and organizations across Canada to conduct research into causes, mechanisms, prevention, screening, diagnosis, treatment, support systems, and palliation for a wide range of conditions associated with the heart, lung, brain (stroke), blood, blood vessels, critical care and sleep. ICRH has a focus on strengthening Indigenous health research within our mandate and strives for respectful partnerships with Indigenous Peoples. The Institute is also committed to the values and principles of equity, diversity and inclusion (EDI) across all aspects of its activities.

The Associate Director, reporting directly to the Scientific Director, is a key executive leadership position within the Institute and assumes shared accountability with the Scientific Director on a number of activities and processes that have impact on internal and external stakeholders, Institute operations and strategy on Research, Innovation and Training, and overall performance of the Institute.

The position plays a key role in carrying out the Institute’s mission, mandate and values and ensuring excellence is upheld in these areas. If not performed to the highest standard, the position could significantly impact the Institution’s reputation internally and externally, nationally and internationally. The position has the responsibility for management and performance oversight of the Institute staff under its direction as well as providing guidance and advice to Institute and CIHR staff.

General Duties
Leadership – 25%
•Assumes shared responsibility (with Scientific Director) to provide leadership and ensure that the accountabilities and responsibilities of the Institute are met,
•Assumes shared accountability (with Scientific Director) to balance and protect the interests of CIHR, the RI-MUHC, and the Institute Advisory Board for the Institute’s direction and operation, among other partners, participants, and stakeholders (internal and external),
•Leads activities to meet the scope of the Institute’s strategic plan to ensure the efficient and effective operations and work programs,
•Identifies and assesses internal and external issues that affect the Institute and designs and implements business and operational plans to address them,
•Implements annual reports on the evaluation of the Institute Strategic Plan,
•Prepares business cases, position papers and reports,
•Acts as a professional advisor to the Scientific Director on all aspects of the Institute’s activities.

Operational Planning and Management – 20%
•Develops, manages and supervises the implementation of the Institute operational and strategic plan,
•Ensures that the operation of the Institute meets the expectations of its stakeholders and funders,
•Oversees the efficient and effective overall operation of the Institute,
•Monitors Institute-led and Institute-partnered activities supported through Institute funds to ensure all obligations to the Institute are met and deliverables received,
•Drafts policies and prepares procedures to implement the Institute, CIHR and RI-MUCH policies, reviews existing policies on an annual basis and recommends changes as appropriate,
•Ensures that files are securely stored and privacy/confidentiality is maintained,
•Assumes shared accountability (with Scientific Director) for annual budgets and annual strategic business plan as appropriate,
•Participates on working groups struck by Federal Health Portfolio and other stakeholders seeking the Institute’s expertise.

Human Resources Planning and Management – 15 %
•Recruits, interviews and selects staff that have the right technical and personal abilities to help further the Institute’s mission,
•Establishes a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations (provincial and national),
•Fosters effective team work among Institute and CIHR staff,
•Ensures that all staff receive an orientation to the Institute and CIHR and that appropriate training is provided,
•Implements a performance management process for all staff which includes monitoring the performance of staff on an ongoing basis and conducting an annual performance review,
•Coaches and mentors staff as appropriate to improve performance,
•Supports equity, diversity and inclusion in the workplace and across Institute activities,

Financial Planning and Management – 15%
•Accountable for fiscal management including budget development and expenditures of the Institute Support Grant (annual budget $1 million) including the acquisition of resources, capital expenditures, and space issues,
•Assumes shared accountability (with Scientific Director) for fiscal management including budget development and oversight of the Institute Strategic Initiative budget (approximately $ million annually),
•Approves expenditures,
•Ensures that sound bookkeeping and accounting procedures are followed,
•Negotiates and prepare agreements with partners, covering financial and non-financial contributions to the Institute’s partnership allocations,
•Provides the CIHR and RI-MUHC with comprehensive annual reports on the revenues and expenditure of the Institute.

Liaison and Partnerships – 25%
•Represents the Institute and CIHR at international and national events to enhance the Institute’s profile, often meeting with high-ranking officials within government, industry, and provincial, federal and international funding organizations,
•Acts as a spokesperson for the Institute with all level and forms of media,
•Develops and delivers ICRH presentations (at the provincial, national and international level),
•Prepares various internal and external communications materials, including Ministerial correspondence (Minister of Health and Minister of Science),
•Develops, supports and delivers briefing notes, memorandums to cabinet, treasury board submissions and presentations to government and government standing, federal and provincial, as appropriate,
•Identifies, develops and implements partnership activities as appropriate to enhance and leverage the Institute’s Strategic Initiative budget,
•Represents the Institute at regular CIHR meetings in Ottawa, participating in decision-making at national level re: funding, research, innovation and training policies and practices, providing input on implications of policies for the Institute.

Education / Experience

Education:

MD or graduate degree ( in a health research field required, equivalent combination of education and experience may be considered.

Work Experience:

•A minimum of 10 years' training in a clinical/health-related discipline is essential,
•A minimum of 10 years' experience in a senior leadership role, knowledge and skills in leading teams, organizational management, strategic planning and fiscal responsibility,
•A minimum of 10 years supervisory experience with ability to lead a diverse and inclusive work environment.

Required Skills

•An in-depth understanding of Canadian funding organizations and CIHR structures and operations is essential,
•High-level ability to organize ideas and information cohesively and concisely,
•Leadership training and proven experience,
•Advanced oral and written communication skills,
•Bilingual French and English, oral and written is mandatory,
